Recently, in order to give full play to the important role of scientific and technological innovation in stabilizing growth, stabilizing market players and ensuring employment, the Department of science and technology of Guangdong Province formulated and issued the "several measures for scientific and technological innovation to help stabilize economic and social development" (hereinafter referred to as "several measures"), and put forward 12 measures from four aspects, focusing on coordinating epidemic prevention and control and promoting economic and social development, and giving full play to the role of scientific and technological innovation in leading high-quality development. In terms of continuously strengthening the efforts to stabilize and warm up science and technology enterprises, the "several measures" put forward four measures, including implementing and improving the fiscal and tax policies for benefiting enterprises, continuing to carry out enterprise warming services, supporting enterprises in the province to undertake major national science and technology projects, and supporting foreign investment in the establishment of high-tech R & D centers. Mainly from the perspective of tax relief, R & D awards and subsidies, policy services, foreign enterprise introduction, project support, etc., put forward support policies to help enterprises in short-term relief. In terms of promoting the close integration of science, technology and finance, two measures are proposed, including increasing the support of venture capital funds and guiding credit funds to invest in science and technology enterprises. Mainly from the perspective of science and technology loans, risk compensation, fund support and so on, this paper puts forward the measures of science and technology finance to help enterprises rescue. It is clear that social capital should be guided to support the development and growth of science and technology enterprises in the seed stage and start-up stage, strive to drive venture capital institutions in the province to invest more than 50billion yuan in science and technology enterprises throughout the year, guide banks to increase credit support for high-tech enterprises and science and technology-based small and medium-sized enterprises, and strive to increase loans for science and technology enterprises in the province by more than 300billion yuan this year. In terms of strengthening the construction of high-tech industries and major projects, three measures are proposed, including improving the efficiency of innovation services in high-tech zones, accelerating the construction of industrial cluster innovation system, and accelerating the construction of major science and technology projects. Mainly from the perspective of implementing major projects, building major platforms, and optimizing the services of high-tech zones, the measures to increase science and technology investment are put forward. It is clear that we should give play to the leverage effect of financial funds, guide social capital to support the development and growth of science and technology enterprises in the seed stage and start-up stage, and strive to drive venture capital institutions in the province to invest more than 50billion yuan in science and technology enterprises throughout the year by increasing subsidies for angel investment in the province and exploring the establishment of provincial angel investment master funds. In terms of increasing the support of scientific research for industrial development, three measures were proposed, including promoting the research of core technologies, accelerating the allocation of financial scientific research projects, and strengthening the emergency scientific research for the prevention and control of COVID-19.
