Extension of the mandate of the hodeida agreement support mission by the United Nations Security Council and the ban on the illegal export of Libyan oil

2022-07-14

The United Nations Security Council passed resolutions on the 13th, deciding to extend the mandate of the United Nations Mission in support of the hodeida agreement (unsma) and the ban on the illegal export of Libyan oil. On the 13th, the Security Council unanimously adopted resolution 2643, extending the mandate of the hodeida agreement support mission for one year to July 14, 2023. The resolution continues to authorize the hodeida agreement support mission to lead and support the operation of the redeployment Coordination Committee; Supervise the implementation of the ceasefire in hodeida province of Yemen and the withdrawal of troops from hodeida city and ports; Cooperate with all parties to ensure the security of hodeida city and ports such as hodeida, which is the responsibility of local security forces in accordance with Yemeni law; Facilitate and coordinate United Nations support for the hodeida agreement. The Yemeni government and the Hussein armed forces reached a hodeida agreement on the ceasefire and withdrawal of military forces in December 2018. In January 2019, the Security Council decided to establish the hodeida agreement support mission to help implement the agreement. The mission's initial term of office was six months and has been extended several times since. The Security Council also unanimously adopted resolution 2644 on the same day, extending the ban on the illegal export of Libyan oil for 15 months to October 30, 2023, and extending the mandate of the expert group assisting the work of the Security Council sanctions committee on Libya to November 15, 2023. The resolution requires United Nations Member States to effectively implement the arms embargo, assets freeze, travel ban and other sanctions against Libya, and avoid military intervention in the Libyan conflict or other actions that exacerbate the conflict. The resolution urges all parties in Libya to fully implement the ceasefire agreement of October 23, 2020, and urges Member States of the United Nations to respect and support the full implementation of the ceasefire agreement, including the immediate withdrawal of foreign troops and mercenaries from Libya. After the overthrow of Gaddafi's regime in 2011, the situation in Libya fell into turmoil. The United Nations Security Council adopted a resolution that year to impose sanctions on Libya, such as an arms embargo, an assets freeze and a travel ban. In June 2016, the Security Council again adopted a resolution authorizing the international community, including the European Union, to implement the arms embargo on the high seas off the coast of Libya. Resolution 2146, adopted by the Security Council in 2014, authorized United Nations Member States to inspect the vessels designated by the relevant committee suspected of illegally exporting crude oil from Libya and return the seized crude oil to Libya. Resolution 2362, passed in June 2017, extended the ban to crude oil and refined petroleum products. (Xinhua News Agency)
