The circular requires that all localities should thoroughly implement the decision and deployment of the CPC Central Committee and the State Council on stabilizing employment and ensuring employment, adhere to highlighting key points and implementing policies accurately, pay attention to data comparison and departmental coordination, accurately target employers that recruit people with employment difficulties, college graduates of the year of graduation and unemployed college graduates within two years of leaving school, speed up the construction of an implementation mechanism for policy recruitment, no sense of intelligence, direct subsidy and quick compensation, and expand the rate of policy implementation. The notice specifies four key tasks: first, speed up the whole process of online handling. All localities are required to speed up the establishment of a provincial-level integrated employment subsidy policy application and handling system, promote online application of policies, and provide employers and workers with services such as subsidy application, qualification verification, progress query and fund distribution. The second is to implement the "direct subsidy and fast operation" mode. Third, optimize the audit handling process. The frequency of audit shall be encrypted, and the audit shall not be accepted in a centralized manner simply on a quarterly or annual basis.
