Of the 16 non official members, 9 were to remain in office, including the convener of the new Executive Council, Mrs IP Lau Suk Yee, and 7 were new members. Their term of office shall come into effect on 1 July 2022. Li Jiachao expressed his gratitude to the 16 non official councillors who accepted his invitation to serve as members of the guild. Zhangguojun said on social media that he met with the chairman of the Democratic Alliance for the betterment of China a few days ago and expressed that although his retention of Party membership meets the requirements of the law and the SAR government, he hopes to facilitate his work after taking office. Therefore, he decided to quit the Democratic Alliance for the betterment of China (DAB) and thanked the DAB for its cultivation and development opportunities. Cheung Kwok Kwan, 47, is the first chairman of the young people's Alliance for the betterment of Hong Kong. He served as a member of the central and Western District in 2012 and was appointed as a member of the Executive Council by the chief executive, Mrs Carrie Lam, in 2017. Before he was appointed Deputy Secretary for justice, he was a member of the Legislative Council of the election committee and vice chairman of the DAB.
