"The happiness of the common people comes from the understanding of public sentiment"

2022-06-10

"A family together is happiness." On May 28, which coincided with the weekend, the resettlement area in jiusha village, Yuzhu street, Huangpu District, Guangzhou was much livelier than on weekdays. This resettlement area, which used to be dominated by the elderly, has added a lot of laughter to the laughter of young people. On the occasion of the Dragon Boat Festival holiday, in order to enable the elderly to better enjoy the happiness of their family, Yuzhu Street specially organized an activity of "years long, zongzi is your best". The old people gathered together with their children and grandchildren who had come back specially to make zongzi. They had a good time. These old people who have lived in simple wooden sheds across the river for decades have not only lived in spacious and comfortable resettlement houses, but also found a sense of belonging and happiness in the irregular activities held in the street. 200m to the east of the resettlement area is the jiusha relocation house under construction. When the house is completed, they will move back as a whole and live in their own suites. "The old people were very involved in this activity. They helped wash zongzi leaves, soaked mung bean cores, peanuts and glutinous rice in advance, and even pickled streaky pork one night in advance." In the eyes of LAN Dihong, a social worker in Yuzhu street, these old people are excited like children, especially Guo qiaomei, an 86 year old woman, who smiles more brightly than ever before. This is the second Dragon Boat Festival Guo qiaomei spent in the resettlement area. In the past 20 years, like many old villagers in jiusha village, she has been living in a wooden shed beside the Pearl River. Most of the old villagers in jiusha village used to be "dans" whose homes were boats. After the founding of new China, the government encouraged dans to go ashore and settle down. Only then did they gradually build houses on the shore. Up to now, jiusha old village still has many old houses and wooden sheds waiting for transformation, which were built during the third overall relocation of the village in 1988 when the coal yard and machine repair plant were built. Limited by the construction conditions at that time, most of the houses were leaking and in disrepair. Some old people live in wooden sheds that not only do not have toilets, but also "it rains heavily outside and drizzles inside" on rainy days. In case of rising water in the Pearl River, they will be flooded. The old people can only hide outside to avoid danger. The key to governance lies in pacifying the people, and the way to pacify the people lies in observing their sufferings. How to change the plight of the old people in jiusha village? In june2020, Huangpu District began to relocate and transform jiusha village. The first step in the transformation is to build resettlement houses for the elderly across the river, so that all 28 elderly people in jiusha village can live in one bedroom, one living room, one kitchen and one bathroom. In the resettlement area, not only fitness facilities have been built, but also free meals are provided every day in the street. Community volunteers come every day to ask for help. "Before I walked along the river, my feet were covered with mud. When it rained, half of my feet would sink in. Now the main road is spacious and comfortable." Peng zhuanmei, an old woman who lives in the resettlement area like Guo qiaomei, said, "we will soon move into a magnificent high-rise building. We feel very happy when we think about it." "This Spring Festival, our community received a long-awaited new year gift, that is, our water problem has finally been solved!" Kongwenqing (not his real name), who lives in Junhong garden, Wenchong street, Huangpu District, Guangzhou, said that he no longer needed a water purifier at home and called "this feeling is super happy". Because the water supply network in his community has been corroded and aged for nearly a decade, residents have to change the filter element of the water purifier once a week or two. According to Qu Ying, a representative of the Huangpu District People's Congress, the final solution of kongwenqing's water problem is due to the "whole process" budget review and supervision system initiated by the Standing Committee of the Huangpu District People's Congress in all districts of the city. In recent years, the Standing Committee of the Huangpu District People's Congress has carried out the whole process review and supervision of the departmental budget around the preparation, implementation and final accounts by "strengthening" the "whole chain" supervision of pre-trial, in-process "follow-up" implementation and afterwards "asking for results", which has unblocked the ways and channels for deputies to the people's Congress to closely contact the voters and reflect their interest demands; The functional departments of the district government carefully studied and adopted the opinions and suggestions of the representatives, accelerated the resolution of the "urgent difficulties and anxieties" of the masses, and realized the benign interaction between supervision and support. It was through the "whole process" supervision that Qu Ying, who had previously investigated the "water shortage" of Junhong Garden community, put forward the water supply network reconstruction project of the community, which was implemented. "The 'whole process' budget review and supervision system ensures that deputies to the National People's Congress have the right to know, participate, express and supervise the plan and budget." Qu Ying said, "at the same time, it also gives us the opportunity to implement the public opinion we have collected, and provides us with a platform to do practical things for the masses and solve their problems." "Urban development, in the final analysis, should enable people to have more sense of gain, happiness and security." Tang Ping, director of the budget Working Committee of the Standing Committee of Guangzhou Huangpu District People's Congress, believes that the people's sense of gain, happiness and security comes not only from the improvement of material conditions and living environment, but also from the accessibility of public sentiment and public opinion, so that the people can enjoy broader, fuller and more comprehensive democratic rights. She said: "only when the public opinion is accessible can the government and the people be harmonious. To increase the happiness of the people, what we have to do is' the people have a call, and I have a response '." (Xinhua News Agency)
