2022-06-01

The two-day EU special summit ended on May 31. In addition to the decision to impose some oil embargoes on Russia, the EU also decided to strengthen its own defense capabilities and gradually get rid of its dependence on Russian energy. The European Council said in a document released after the meeting that Russia's military action against Ukraine has led to major changes in the EU's strategic environment, and the EU needs to become stronger in the field of security and defense. The EU will resolutely implement the "strategic compass" action plan, strengthen transatlantic relations and EU NATO cooperation, and enhance its resilience. The document said that as a matter of urgency, the EU will coordinate very short-term defense procurement needs, support joint procurement to replenish inventory, and especially provide support to Ukraine; The EU has formulated a strategic defense plan complementary to NATO, and accelerated the implementation of military mobile infrastructure projects. According to the document, the EU will implement the energy plan called "repowereu", gradually get rid of dependence on Russian fossil energy, accelerate energy transformation, and build a more resilient energy system and interconnected energy alliance. Specific measures include diversifying energy supply, accelerating the construction of renewable energy projects, improving energy efficiency, and investing in and improving the European energy network, including liquefied natural gas and future oriented electricity and hydrogen. The document said that the EU will actively take measures to support the Ukrainian agricultural sector and promote the export of Ukrainian agricultural products, and called for strengthening international coordination and cooperation to ensure global food security. Leaders of EU Member States reached an agreement on the sixth round of sanctions against Russia on the evening of May 30, which will immediately ban the import of 75% of Russian oil, with the temporary exception of oil supplied through pipelines. By the end of this year, the EU's oil imports from Russia will be cut by 90% in order to reduce the source of Russian funds and exert "maximum pressure" on Russia to end the conflict between Russia and Ukraine.
