Michel said that by the end of this year, the oil imported from Russia will be cut by 90% to reduce the source of Russian funds and put "maximum pressure" on Russia to end the conflict between Russia and Ukraine. Michel said that the sanctions plan also includes excluding Russia's largest bank, the Russian savings bank, from the global Interbank Financial Communication Association system, and prohibiting the news and information products of the three Russian state media from landing and spreading in the EU in any form. Michel also said that the EU is ready to provide 9billion euros to Ukraine to support its reconstruction, and the European Council will continue to work with the member states of the group of seven to help Ukraine meet its current liquidity needs. Earlier this month, the European Commission submitted a proposal for the sixth round of sanctions against Russia, including a comprehensive ban on the import of Russian oil by the end of this year. At the EU foreign ministers' meeting held on the 16th, the proposal was not adopted due to Hungary's opposition. Hungarian prime minister Orban said on the 30th that Hungary would support the sixth round of sanctions against Russia if there was a solution for the security of Hungarian energy supply.
