Developing vocational education with the new orientation of type education

A few days ago, the Vocational Education Law of the people's Republic of China was voted and adopted at the 34th meeting of the Standing Committee of the 13th National People's Congress and will be officially implemented from May 1. This is the first "overhaul" in 26 years since the implementation of the law. The "general job diversion" concerned by public opinion was also responded. In the final legal text, the relevant contents are described as follows: the state optimizes the educational structure, scientifically allocates educational resources, and promotes the coordinated development of vocational education and general education according to local conditions at different stages after compulsory education. The discussion of vocational education first needs to clarify the background. At present, all kinds of education at all levels in China has been basically popularized. The data show that in 2021, the gross enrollment rate of senior high school has exceeded 90%, and the gross enrollment rate of higher education has reached 57.8%. Combined with the new educational development situation, the new top-level design for the development of vocational education is the choice according to the time and situation. Over the past period of time, the "general vocational diversion" after graduating from junior middle school has resulted in the de facto stratification of general vocational education. If we continue to develop vocational education according to the diversion mode, it will be difficult to eliminate the public's educational anxiety. Replacing "diversion" with "coordination" is not to develop ordinary high school education and weaken secondary vocational education, but to improve the quality and social status of vocational education according to the new orientation of type education and the new thinking of general vocational integration. The newly revised vocational education law once again makes it clear that vocational education is an education type with the same important status as general education. Although there are similar references in relevant documents at the national level, this is the first time that this reference has been fixed at the legal level. Since then, vocational education has completely changed from "level education" to "type education". Under the orientation of "level education", secondary vocational education is lower than ordinary high school and higher vocational education is lower than undergraduate, which determines that no matter how it develops, the social status and recognition of vocational education are difficult to be improved. Only by developing vocational education according to the orientation of type education can it obtain equal status and space with general education. As a type of education, vocational education has not only secondary vocational level and higher vocational level, but also undergraduate, master level and doctoral level. Implement the newly revised vocational education law, follow the idea of developing type education, and promote the integration of general and vocational education. That is to improve the quality and status of vocational education and realize the coordinated development of general vocational education. All localities should independently determine the scale of Vocational Education in combination with the local economic development and talent demand. At the same time, they should implement and expand the autonomy of schools in combination with the development situation of senior high schools, and promote the diversified running of senior high schools. In addition, we should promote the equality of college entrance examination and vocational education, and promote the development of academic and vocational talents. The newly revised Vocational Education Law stipulates that higher vocational schools and ordinary colleges and universities implementing vocational education shall determine the corresponding proportion in the enrollment plan or adopt separate examination methods to specially recruit graduates from vocational schools. According to this provision, some ordinary colleges and universities will also recruit students through vocational education college entrance examination, which is a major breakthrough in the construction of vocational education type education. For colleges and universities, whether to hold vocational education is not determined by the identity of the school. The majors of cultivating skilled talents in comprehensive universities are actually vocational education. These majors can recruit students through the vocational education college entrance examination. If the college entrance examination system of vocational education can be established and improved, the social cognition of vocational education will be greatly improved. The technical and vocational courses of comprehensive high school will also attract more students to choose. In the era of popularization of higher education, how to reverse the employment orientation of "only academic qualifications" and "only famous schools" is also the concern of the revision of the vocational education law. The vocational education law stipulates that employers shall not set up conditions that hinder the equal employment and fair competition of graduates of vocational schools; When recruiting and recruiting personnel for posts with technical skills, government organs, institutions and state-owned enterprises shall clarify the requirements for technical skills and take the level of technical skills as an important condition for employment. As such, employers should clean up unscientific and unreasonable recruitment requirements and resolutely correct academic discrimination in recruitment and employment. The implementation of these regulations will also effectively curb the possible academic orientation and further education orientation in the development of vocational education. That is, students choose vocational colleges and vocational education to pursue higher diplomas rather than acquire skills; Vocational colleges run schools in the direction of further study, which deviates from the orientation of employment. The above two tendencies are not conducive to improving the status and quality of vocational education. The implementation of the new vocational education law is a strong support for strengthening vocational education. Only by improving the quality and status of vocational education and giving educatees more choices to become talents, can a good education development ecology be formed and social education anxiety be relieved.
