The representative of China urged the parties concerned in Ukraine on biosafety issues to clarify

2022-03-21

Zhang Jun, permanent representative of China to the United Nations, made a statement at the Security Council's consideration of the biosafety issue in Ukraine on the 18th. He believed that the relevant parties should respond to the existing questions and clarify them to dispel the doubts of the international community. Zhang Jun said that China's position on weapons of mass destruction and biosafety is consistent. China stands for the complete prohibition and thorough destruction of all weapons of mass destruction, including biological and chemical weapons. China firmly opposes any country's research, development, possession or use of chemical and biological weapons under any circumstances, and urges countries that have not yet destroyed their stockpiles of chemical weapons to complete the destruction as soon as possible. Compliance with the biological weapons convention is an obligation of all States parties. China calls for an early negotiation on the establishment of the verification mechanism of the biological weapons convention, which will help to improve the level of global biosafety. He said that China was once a victim of chemical and biological weapons. China believes that any information clues of biological military activities should arouse the great concern and attention of the international community to avoid irreparable harm. In this regard, the parties concerned should adopt a responsible attitude. The Russian side further released the relevant documents of the new discovery. The relevant parties should respond to the existing questions and make timely and comprehensive clarifications to dispel the doubts of the international community. This is not an excessive demand, and there should be no double standards on this issue. Zhang Jun said that China has repeatedly clarified its position on the Ukrainian issue. Under the current situation, the international community generally hopes to achieve a ceasefire as soon as possible, avoid more civilian casualties and avoid a larger humanitarian crisis, which is also China's expectation. Direct negotiation between the parties is the fundamental way to solve the problem. Russia and Ukraine have held four rounds of negotiations. If the negotiations can be maintained, there is hope for a ceasefire and a peaceful future can be opened up. China will continue to promote peace and talks. China supports the efforts of the United Nations and all parties to vigorously carry out good offices, and hopes that all parties can do more things conducive to promoting peace talks rather than adding fuel to the fire. Behind the crisis in Ukraine is the issue of European security. It is hoped that the United States, the European Union and NATO can sit down with Russia for in-depth and comprehensive dialogue, and explore the construction of a balanced, effective and sustainable European security mechanism based on the principle of indivisibility of security, so as to achieve long-term peace and stability in Europe.
