Strengthening cooperation on climate change and promoting green development in China and Africa

We should vigorously carry forward the "spirit of China Africa friendly cooperation", work with African countries to promote the quality and upgrading of China Africa practical cooperation and realize the early harvest of the "nine projects". The eighth ministerial meeting of the Forum on China Africa cooperation put forward the four point proposal of "adhering to unity and combating the epidemic, deepening practical cooperation, promoting green development and safeguarding fairness and justice", and implemented nine projects of "health, poverty reduction and benefiting the people, trade promotion, investment driven, digital innovation, green development, capacity-building, people to people exchanges and peace and security". The meeting adopted the Dakar declaration, the Dakar action plan (2022-2024) and the 2035 vision of China Africa cooperation. At the same time, the unprecedented Declaration on China Africa cooperation in addressing climate change was issued. Thus, promoting green development in Africa and jointly addressing climate change have become hot spots. China Africa cooperation is transforming and upgrading towards high standards, sustainability and people's livelihood, and making great strides towards green development. Adhering to green development is an important concept of China Africa cooperation *** As one of the nine projects, the "green development project" was included in the first three-year plan of the 2035 vision for China Africa Cooperation jointly formulated by China and Africa. The document pointed out that "China will assist Africa in implementing 10 green environmental protection and climate change response projects, support the construction of the 'great green wall of Africa', and build low-carbon demonstration areas and climate change adaptation demonstration areas in Africa". The Declaration on China Africa cooperation in addressing climate change clearly stipulates that the two sides are determined to establish a China Africa strategic cooperative partnership on climate change in the new era, strengthen coordination and cooperation in the multilateral process of addressing climate change, and jointly safeguard the legitimate rights and interests of China and Africa and the majority of developing countries. The two sides unanimously advocate innovative, coordinated, green, open and shared sustainable development, and will strive to promote the "green recovery" of the world economy after the epidemic. This shows the important position and strategic value of green development in China Africa cooperation. Since 2012, China and Africa have jointly held a seminar on "China Africa green cooperation to guide the future economy" and a ministerial dialogue on China Africa environmental cooperation to promote the communication and coordination of environmental governance policies. The China Africa Environmental Cooperation Center was launched in 2020, which has built an important platform for the participation of China and Africa as well as relevant international organizations, research institutions, enterprises and other parties. As of September 2021, one belt, one road, 7 African countries and other relevant agencies in Angola and Kenya have made positive contributions to the development of green silk road. China has actively carried out South South cooperation in addressing climate change and has signed 15 cooperation documents with 14 African countries to provide support for Africa's response to climate change through the implementation of climate change mitigation and adaptation projects, the joint construction of low-carbon demonstration areas and capacity-building training. Through cooperation in environmental protection laws, regulations, information exchange and law enforcement capacity-building, China and Africa jointly crack down on the crime of smuggling endangered wild animals and plants and jointly promote the protection and sustainable utilization of wild animals and plants around the world. China and Africa face the severe challenge of climate change crisis The African continent is one of the regions most vulnerable to global climate change. According to the sixth assessment report of the United Nations Intergovernmental Panel on climate change and the report on the state of Africa in 2020 issued by the World Meteorological Organization, the warming rate of the African continent is faster than the global average, the sea-level rise rate and glacier retreat rate are higher than the global average, and extreme weather and climate events (high temperature heat wave, heavy precipitation and drought) are increasing, It has brought varying degrees of impact on crop planting, industrial development and ecological environmental protection. Climate change has led to changes in hydrology and vegetation, the spread of insect-borne diseases, exacerbated the problem of "climate refugees", brought food, water and medical and health pressure to the cities, and had an adverse impact on the regional and even the world security situation. With the spread of COVID-19 and the strengthening of geopolitical disputes, China Africa cooperation in tackling climate change is facing many challenges at home and abroad. The report of the United Nations Environment Programme shows that the cost of adaptation in developing countries is likely to reach US $140-300 billion a year by 2030. However, in 2019, the funds received by developing countries for planning and implementing climate change mitigation and adaptation will be about US $79.6 billion. The adaptation cost of developing countries is expected to be five to 10 times that of the current public climate adaptation fund flow, and the gap is still widening. In view of the rising cost of debt service under the background of COVID-19 and the decrease in government revenue, the governments of African countries will face greater financial difficulties in the future due to the fact that developed countries have failed to fulfill their obligations to adapt to climate change. At the same time, western countries have the right to speak, make biased reports on China Africa Climate Cooperation, or blame China for climate change in Africa, and guide international public opinion to point the spearhead at China, which will also pose a severe public opinion challenge to China Africa cooperation. Build a model for South South cooperation on climate change in China and Africa One belt, one road to China's climate change, is the key to China's climate change, climate change and the green belt. In order to implement the outcomes of the Dakar meeting of the Forum on China Africa cooperation, China and Africa should share responsibilities on climate change and work together to carry out policy dialogue, project cooperation, personnel exchange and joint research to promote sustainable development. First, we should improve the top-level design. Under the framework of the Forum on China Africa cooperation, the high-level forum on China Africa response to climate change and the special forum on China Africa biodiversity cooperation will be held in connection with international conventions and agreements such as the United Nations Convention on biological diversity, the African Union agenda 2063, the United Nations agenda for sustainable development 2030, the United Nations Framework Convention on climate change and the Paris Agreement, Establish a cooperation committee, coordinate communication policies and formulate cooperation strategies. Make use of platforms such as the China Africa think tank forum and the China Africa youth round table dialogue, as well as the cooperation framework between China and the African Union or between China and African countries to form a cooperation pattern that combines bilateral and multilateral, official and non-governmental complement each other, so as to provide institutional support for China Africa climate change cooperation. Second, we should strengthen policy implementation. Carry out extensive cooperation and exchanges in the fields of biodiversity and ecosystem services, climate change and biosafety, focusing on deepening cooperation in the field of energy, forestry and waste management. First of all, with the help of China Africa renewable energy cooperation and innovation alliance, we will strengthen policy dialogue and technical exchanges in the energy field, connect energy development strategies, build docking channels for China Africa energy industry, help African countries develop their energy and resources industry chain in a green direction, expand the proportion of clean energy, and promote both sides to achieve sustainable energy development. Secondly, help Africa build a wood recycling system, maintain the renewable capacity of forests, improve forest quality, increase carbon sequestration and promote green forestry development. Establish policy systems such as climate investment and financing standards to help Africa alleviate the financial problem of climate change adaptation. African governments can give priority to promoting interventions that help achieve economic growth and improve climate resilience at the same time, and establish a flexible financing framework. At the same time, strengthen remote sensing satellite cooperation in the field of natural resources, strengthen China Africa technical cooperation in disaster prevention and mitigation and climate change adaptation, establish climate intelligent agriculture, strengthen knowledge sharing, gradually form a three-dimensional assistance system in terms of materials, technology and human resources, strengthen defense capacity, enhance Africa's resilience and ability to cope with climate change, and establish a grain reserve system, Reduce food security vulnerability. Third, expand cooperation methods. The one belt, one road, green investment principle should be encouraged to strengthen cooperation with regional financial institutions such as the African Development Bank in the field of Climate Investment and financing. Encourage and support financial institutions and non-financial enterprises of both sides to strengthen environmental risk management in project cooperation, improve the level of climate and environmental information disclosure and exchange, carry out green and low-carbon supply chain management, expand the scale of public climate adaptation financing, and promote China Africa Climate Investment and financing cooperation. Combine science and technology planning with pilot demonstration, cooperative research and development and exchange investigation. Regularly carry out technical exchanges and academic visits, provide financial support for relevant topics, jointly launch research and protection actions for ecologically fragile areas in Africa, and issue research reports. We will help build a team of professionals in the field of climate change in Africa and promote the implementation of climate change technology services in Africa. Help African countries strengthen regional and regional synergy, help build disaster prevention and mitigation systems, and achieve the goal of Climate Governance. Summarize and share China's parallel experience in disaster prevention, mitigation and relief, improve the system and mechanism of early warning and disaster emergency management, and deepen the all-round cooperation between China and Africa in risk prevention, monitoring and early warning, disposal and rescue, recovery and reconstruction. Fourth, we should promote collaborative innovation. Adhere to green development, continue to implement projects such as the China Africa green messenger plan and the China Africa green innovation plan, and take a series of measures such as green infrastructure, green energy and green finance to help developing countries accelerate green and low-carbon transformation and build low-carbon demonstration areas and climate change adaptation demonstration areas in Africa, Promote the achievements of China Africa green and low-carbon development cooperation to benefit the people's livelihood and well-being of the region. Innovate communication means, carry out publicity, promotion, exchange and discussion related to climate change, and ensure that China and Africa share the same concept of addressing climate change and the same position in international climate negotiations. Actively explore and reflect on the interests of developing countries, unify their voices on many important international occasions, and protect the core interests of developing countries in the process of global governance of climate change. Give full play to the role of young people as the main force, encourage scientists, enterprises, think tanks, NGOs and the people to actively participate in Climate Governance, and enhance people's awareness of climate change through media publicity, seminars and other forms of public diplomacy. Actively convey China Africa's determination and confidence in jointly tackling climate change, provide a good ecological environment and public opinion atmosphere for China Africa cooperation, and help build a harmonious and symbiotic China Africa community with a shared future.
