Recently, the general office of the CPC Central Committee issued the "Regulations on the management of leaders of public institutions" and issued a notice requiring all regions and departments to earnestly abide by and implement them. The full text of the regulations on the administration of leaders of public institutions is as follows. Regulations on the administration of leaders of public institutions (approved by the CPC Central Committee on May 28, 2015, issued by the general office of the CPC Central Committee on May 28, 2015, revised by the CPC Central Committee on January 14, 2022, and issued by the general office of the CPC Central Committee on January 14, 2022) Chapter I General Provisions Article 1 in order to strengthen and improve the management of leaders of public institutions, improve the selection and appointment mechanism and management and supervision mechanism, and build a team of high-quality professional leaders of public institutions with both political integrity and ability, loyalty and clean responsibility, these Provisions are formulated in accordance with relevant inner-party regulations and laws. Article 2 These Provisions shall apply to members of the leading groups of public institutions directly under Party committees and governments at or above the provincial level, as well as to members of the leading groups of public institutions directly under departments, as well as the standing committees of people's congresses, CPPCC, discipline inspection and supervision commissions, people's courts, people's procuratorates and mass organizations at or above the provincial level. Where there are other provisions on the management of leaders of public institutions in relevant inner-party regulations and laws, such provisions shall prevail. The selection and appointment of persons in charge of internal institutions of public institutions shall be carried out in accordance with the relevant provisions of Chapters II and III of these provisions. Article 3 the management of leaders of public institutions shall adapt to the characteristics of public welfare, service, professionalism and technology of public institutions, follow the growth law of leaders, stimulate the vitality of public institutions and promote the high-quality development of public welfare undertakings. The following principles shall be adhered to in the work: (1) The party manages cadres and talents; (2) Have both ability and political integrity, take morality as the first, and appoint people on the basis of merit; (3) Career oriented, suitable for posts and personnel; (4) Pay attention to practical responsibility and work performance, and be recognized by the masses; (5) Hierarchical and classified management; (6) Democratic centralism; (7) Act in accordance with regulations and laws. Article 4 the Party committee (Party group) and its organization (personnel) departments shall perform the management responsibilities of the leaders of public institutions according to the authority of cadre management, and be responsible for the organization and implementation of these provisions. Chapter II conditions and qualifications Article 5 leaders of public institutions shall meet the following basic requirements: *** Achieve "two safeguards" and consciously maintain a high degree of consistency with the Party Central Committee in ideology, politics and action. (2) Strong organizational and leadership ability, consciously implement democratic centralism, be good at scientific management, communication and coordination, act according to law, promote implementation, and make outstanding achievements. (3) Good professional quality, familiar with relevant policies and regulations and industry development, with professional knowledge and professional ability competent for post responsibilities. (4) Strong sense of innovation, diligent in learning, brave in exploration, dare to overcome difficulties, have the toughness to forge ahead and pursue excellence, and can effectively promote important innovations such as technology, management and system. (5) Strong dedication and sense of responsibility, love public welfare; Adhere to the people-centered development thought, be realistic and pragmatic, be diligent and professional, take responsibility, and faithfully fulfill the political and social responsibilities of public services; Have fighting spirit and fighting ability; Unity and cooperation, high prestige of the masses. (6) Correctly exercise their functions and powers, adhere to principles, take the lead in practicing the core socialist values, abide by professional ethics, be strict with themselves, and be honest and clean. The basic conditions of leaders of institutions in different industries shall adapt to the characteristics and requirements of their own industries. Among them, the leaders of public institutions in the propaganda, ideological and cultural system should adhere to politicians running newspapers, periodicals, Taiwan and new media, and have a strong sense of ideological position; Leaders of colleges and universities and primary and secondary schools should conscientiously implement the party's educational policy, adhere to the socialist direction of running schools, and consciously implement the fundamental task of Building Morality and cultivating people; Leaders of scientific research institutions shall adhere to the direction of high-level scientific and technological self-reliance and self-improvement, adhere to facing the world's scientific and technological frontier, the main economic battlefield, the major needs of the country and the people's life and health, respect the laws of scientific research work, carry forward the spirit of scientists, and consciously practice the value concept of innovating science and technology, serving the country and benefiting the people; Leaders of public hospitals should adhere to the direction of serving people's health and have advanced management concepts and practical experience to adapt to the high-quality development of hospitals. Party member leaders should consciously perform "one post and two responsibilities" in Party construction. Leaders who are full-time engaged in party affairs should also be familiar with Party construction and be good at ideological and political work. Principal leaders should take the lead in improving political judgment, political understanding and political execution, have the ability to control the overall situation, be good at leading the team and have a good democratic style. Article 6 leaders of public institutions shall have the following basic qualifications: (1) Generally, they should have a bachelor's degree or above. (2) A person who is promoted to a leading position in a management post at or above level 6 shall generally have more than 5 years of working experience. (3) A person who is promoted from a deputy to a leading post in a management post to a principal post shall have more than 2 years of working experience in a deputy post; A person who is promoted from a principal post at a lower level to a deputy post at a higher level shall have more than 3 years of experience in the principal post at a lower level. (4) The chief administrative officer and deputy in charge of business work of the leading group of public institutions that mainly provide public welfare services to the society with professional technology shall generally have experience in professional work in the industry. (5) Have physical conditions for normal performance of duties. (6) Meet other qualification requirements specified by relevant Party regulations, laws and regulations and industry competent departments. Article 7 the basic requirements for the person in charge of the internal institution of a public institution shall comply with the provisions of Article 5 of these provisions; The basic qualifications shall comply with the provisions of items 1, 2, 3, 5 and 6 of Article 6 of these Provisions, in which the person in charge of the internal organization responsible for business work shall also have professional education background related to his post or experience in professional work in his industry. Article 8 those who serve as leaders or heads of internal institutions from professional and technical posts to management posts shall generally meet the provisions of items 1, 2, 5 and 6 of Article 6, and have corresponding professional and technical post (post) experience. Article 16 the selection and appointment of leaders of public institutions shall strictly implement the reporting system on matters before appointment of cadres, strictly abide by the relevant provisions on the discussion and decision of the Party committee (Party group) on the appointment and removal of cadres, and make the appointment and removal decision through collective discussion by the party Committee (Party group) according to the authority of cadre management, or decide to put forward suggestions on recommendation and nomination. Article 17 the appointment of leaders of public institutions shall be subject to the selection, appointment and appointment system according to different circumstances. For administrative leaders, we will gradually strengthen the implementation of the appointment system in combination with the characteristics of the industry and the actual situation of the unit. If the appointment system is implemented, the appointment relationship shall be determined in the form of appointment notice, letter of appointment, etc. the appointment contract can be signed as needed, and the positions employed and relevant benefits shall be valid during the employment period. Article 18 a person who is promoted to a leading position in a management post below the third level shall be publicized within a certain range, and the publicity period shall not be less than 5 working days. Article 19 the system of probation period shall be implemented for those who are promoted to leadership positions at or below the three levels of management not elected. The probation period is generally 1 year. Article 20 the selection and appointment of persons in charge of internal institutions of public institutions shall be carried out in accordance with the provisions of articles 12 and 17 of these provisions. Public institutions that mainly provide public welfare services to the society with professional technology can actively explore effective methods according to work needs and revitalize and improve the internal employment system. If the system of responsibility of administrative leaders under the leadership of the Party committee is implemented according to the authority of cadre management and the actual situation of different leadership systems of public institutions, the Party committee shall make a decision on appointment and removal through collective discussion; Where the administrative leader responsibility system is implemented, the main leaders of the party and government shall fully communicate the candidates and other information, and the party organization shall make a decision on appointment and removal through collective discussion, or the party organization shall study and propose the proposed candidates, and the party and government leadership meeting shall discuss them collectively, and appoint and remove them (appointment and dismissal) according to regulations. Article 21 the specific procedures and requirements for the selection and appointment shall be determined with reference to the regulations on the selection and appointment of Party and government leading cadres and relevant provisions and in combination with the actual situation of public institutions. Chapter IV term of office, objectives and responsibilities Article 22 the leading bodies and leading personnel of public institutions shall generally implement the tenure system. Each term of office is generally 3 to 5 years. In general, the continuous service of leaders in the same post shall not exceed 10 years. If the work requires special needs, the service life can be appropriately extended after approval according to the cadre management authority.
