Experts suggested that countries should make greater efforts to promote agricultural development, improve the comprehensive food production capacity, reduce food loss and waste, and promote the construction of a more sustainable agricultural food system. Novel coronavirus pneumonia has aggravated food insecurity and malnutrition in the 2021 food and agriculture situation, highlighted by the FAO's recent food and agriculture situation. FAO calls on all countries to strengthen agricultural cooperation, promote the transformation of the agricultural food system, make the agricultural food system more resilient, efficient, sustainable and inclusive, and jointly safeguard global food security. The report points out that the epidemic has an impact on the global industrial chain and supply chain, the slow recovery of the world economy and the decline of purchasing power have damaged the food security and nutritional status of billions of people. Low income countries generally face severe challenges, and middle - and high-income countries also face risks. In 2020, the number of hungry people in the world totaled about 811 million, an increase of 160 million over 2019. The report estimates that if the epidemic reduces global income by 1 / 3, another 1 billion people will fall into hunger. David Bisley, executive director of the world food programme, believes that the superposition of factors such as the persistence of the epidemic, local conflicts and climate change has exacerbated the vulnerability of food systems around the world. Since the beginning of this year, extreme weather such as high temperature and drought has seriously affected grain production. Among them, extreme high temperature in many parts of North America has killed a large number of crops, and the rare super cold wave in Brazil has caused a large reduction in the production of sugarcane, corn and other crops. Data show that the cost of global food import this year hit a record high. The FAO food price index reached an average of 134.4 points in November, the highest level since June 2011. "In the post epidemic era, the food security situation will be more severe. In the environment of climate change, we will encounter more risks and challenges in the coming decades." Jowhar Ali, chief researcher of the International Rice Research Institute, said. In its report, FAO stressed that governments should take active actions to improve the resilience of agricultural food systems as a strategic element for their countries to meet current and future challenges. We should not only realize the diversification of input resources, production, market, supply chain and participants, improve the interconnection of agricultural and grain networks, but also strengthen the risk resistance of vulnerable groups, improve social protection plans and help cope with various shocks. Joint action to develop sustainable agriculture "To jointly address the challenges of food insecurity and malnutrition and accelerate the implementation of the United Nations 2030 agenda for sustainable development, we need to strengthen South South cooperation, tripartite cooperation and North South partnership." Qu Dongyu, director general of FAO, said that the all-round transformation of the agricultural and food system requires countries to take joint actions and systematically implement various initiatives. In order to meet the challenges, some countries actively explore and innovate effective ways to improve the level of agricultural production. For example, in the kodroca forest reserve in northern Sudan, local farmers have actively developed climate intelligent agriculture, scientifically adjusted the planting and harvest times according to the climate law, fully considered the factors such as long summer and unpredictable rainfall, and interspersed crops and trees on degraded land. Farmers' livelihood has been continuously improved since several harvest seasons. The UAE launched the "Food Technology Valley" project in May this year, aiming to build a new food production base for processing agricultural products with modern technology, so as to ensure the stability of food production and reduce resource waste. The Thai Ministry of Commerce said it would strengthen cooperation with the United Arab Emirates on food projects. Mateo, the representative of the International Fund for agricultural development in China, pointed out that the resilience of the global agricultural and food system can be effectively improved by promoting international cooperation and R & D innovation. Gilbert Humber, President of the International Fund for agricultural development, believes that a fairer and more equitable food system needs to listen to the voices of small-scale producers and rural communities to ensure that the labor of agricultural producers is fairly rewarded. He suggested further increasing financial support to help neglected remote rural areas and vulnerable groups. In Ethiopia, the local government launched the "productivity safety net plan", focusing on families with long-term lack of food security. By providing financial and technical support, the local government promoted the construction of rural infrastructure, so that food deficient families could make a living in the crisis. In September 2019, FAO launched the "hand in hand" action plan to help the least developed countries and people eradicate poverty, hunger and malnutrition. To date, 34 countries have participated in the operation. On July 21, 2020, FAO launched the "hand in hand" geospatial information platform. The platform brings together geospatial information and statistical data in more than 10 food and agriculture related fields - including food security, crops, soil, land, water, climate, fisheries, animal husbandry and forestry, as well as information on the impact of the epidemic on food and agriculture. As an important tool, the platform can provide decision support for enhancing the resilience of the food system after the epidemic. "In the future, we must strive to build a new global food system to benefit people all over the world." UN Secretary General Guterres pointed out that the food system can and must play a key role in supporting economic recovery, eradicating poverty, reducing inequality, promoting decent work, and solving problems such as climate change, environmental pollution and loss of biodiversity. Actively contribute to China's strength On November 25, the South South cooperation and tripartite cooperation Sri Lanka agricultural technology training project supported by China and the world food programme was launched in China. More than 160 officials of Sri Lanka's Ministry of agriculture, technicians of agricultural research institutions and farmers' representatives attended the training. Ahmed, the relevant head of the world food programme, said that the project will help small farmers planting rice and corn in Sri Lanka improve agricultural productivity. These experience and knowledge exchanges will play a positive role in establishing a sustainable food production system and achieving the goal of zero hunger in Sri Lanka. As the world's largest developing country, while accelerating its own agricultural development, China has continued to promote international agricultural cooperation and help more countries improve their agricultural technology. So far, China has sent more than 2000 agricultural experts and technicians to more than 70 countries and regions in Africa, Asia, the South Pacific and the Caribbean, and trained nearly 100000 foreign farmers. Nearly 500 training courses were held in China, training 11000 foreign experts and professionals. In the fields of crop production, animal husbandry, aquaculture, farmland water conservancy and agricultural product processing, more than 1500 technology promotion and demonstration have been carried out to countries in need, driving the average increase of production in the project area by 40% - 70%, and more than 1.5 million rural families have benefited from it. China also urged the international community to strengthen policy coordination, enhance the capacity of food and agriculture governance at the global level, and promote countries to form reasonable international rules in food impairment, transportation, quarantine, import and export trade. In September this year, China held an International Conference on food impairment. More than 300 representatives from more than 50 countries, international organizations, enterprises and non-governmental organizations had in-depth exchanges on the theme of "reducing food loss and waste and promoting world food security", and achieved 10 consensus results on impairment, such as action impairment, mechanism impairment, platform impairment and production impairment. Mateo said that China has promoted international cooperation in agriculture, shared experience in agricultural development according to local conditions, and contributed an important force to safeguarding world food security.
