We will strengthen the construction of village level kindergartens, build, reconstruct and expand a number of kindergartens in urban areas with new population and floating population, improve the layout of urban and rural preschool education and public service network, and effectively ensure the admission of school-age children. In terms of ensuring the allocation and salary of kindergarten teachers, the plan points out that all localities should timely supplement the teaching staff of public kindergartens, and it is strictly prohibited to "make up without making up" and use substitute teachers for a long time. Private parks are fully equipped with teaching staff according to the allocation standards. Implement the salary guarantee policy for teachers in public parks, coordinate the salary income policy and fund expenditure channels, and ensure that teachers' salaries are paid in full and in time and equal pay for equal work.
