FOCAC brings prosperity to Africa, not a "debt trap"

2021-11-25

On November 24, Anwar Adams, chairman of the South African democratic and independent party and member of the Cape Town Council, published a comment article entitled "the upcoming Forum on China Africa cooperation will bring prosperity to Africa, not a 'debt trap'" on the mainstream Southern media bituo news, mercury, Cape times and independent media websites. The article points out that since the establishment of the Forum on China Africa cooperation, China has become Africa's largest economic and trade partner, which has effectively promoted the socio-economic growth of African countries and reduced the debt burden of African countries. There is no evidence of the existence of the so-called "debt trap". The full text is as follows: The China Africa Cooperation Forum (FOCAC), established by China and Africa in 2000, has become one of the most dynamic and successful multilateral international cooperation platforms in the world. Since the establishment of the Forum on China Africa cooperation, China has become Africa's largest economic and trade partner. The depth and breadth of China's cooperation with Africa in the fields of trade, investment and infrastructure financing are unmatched by any other country. In recent months, a series of events such as riots, coups and elections around Africa have made China's influence on the African continent, which has invested about $120 billion in Africa, the focus of attention again. Misled by false Western propaganda, some commentators and politicians mistakenly believe that China Africa relations are one-way, and China's strategy is a kind of neocolonialism aimed at controlling Africa and gaining control over Africa's rich mineral resources. Local African analysts and China research experts have repeatedly refuted this short-sighted view because it distorts China's political, historical and economic policies towards developing countries. Since 2000, China's trade with Africa has increased 20 times, exceeding US $200 billion in 2019, and its investment contribution to Africa's economic growth is expected to reach 20%. One belt, one road initiative, now, has benefited from China's massive investment. Africa has achieved more infrastructure construction under the framework of the Forum on China Africa cooperation. Mombasa Nairobi railway and Addis Ababa Djibouti railway are two typical cases of China's support for African economic development, which echo with the African continental free trade area recently launched by the African Union. Although most of the investment is in the form of loans for infrastructure projects, including deep-water ports, roads, railways and dams, there is no evidence that this is a conspiracy to "buy" the African continent, which is by no means the case. For a long time, China has always adhered to the principles of fairness, justice, mutual benefit and win-win results in dealing with issues such as lending and debt suspension. The measures taken by China have effectively promoted the social and economic growth of African countries and reduced the debt burden of African countries. Since July 2020, even some western institutions such as Johns Hopkins University, Chatham institution and Brookings Institution have shown that there is no evidence of the so-called "debt trap". The purpose of China's cooperation with Africa is to help the latter achieve development, because without development, Africa cannot play its due role in the global trading system, which is deeply recognized by many African leaders. Rwandan President Kagame said recently that China has never forced any country to borrow from it. The presidents of Namibia, Kenya, Senegal and Botswana have publicly expressed their support for Sino African Cooperation in investment and financing. Kenya's people's daily stressed that all Chinese loans are used for development cooperation projects. Buchizya mseteka, a political commentator in Zambia, said: "China's commitment to Africa is long-term, and its secret is to establish equal partnership. Africans should be more mature and stop blaming China for their shortcomings. China needs reliable and honest partners." The United States, the founder of the term "debt trap", made no secret of its disappointment that African countries chose China rather than the United States as their preferred development partner. For more than a decade, China has been Africa's largest trading partner, with bilateral trade volume exceeding US $180 billion in 2020. In contrast, the trade volume between Africa and the United States in 2019 was only US $17.8 billion. This is the real problem. The United States has lost Africa in trade and the project source of American companies. When the United States finds itself losing, it will take the old trick of looking for scapegoats and invent reasons to destroy its competitors. Therefore, African countries are told to "be careful when dealing with China". "Debt trap" and "China's Neo colonialism in Africa" (in fact, China has never colonized any country in History) are deceptive and misleading for the United States to tarnish China's image in Africa. Actions speak louder than words. During the novel coronavirus pneumonia, cooperation and friendship between Africa and China have been increasing. China has always been ahead of other countries in supporting African countries to obtain materials and equipment for the diagnosis, prevention and treatment of new crown diseases. Almost all developed countries have focused on addressing their domestic challenges rather than Africa. No one will blame them for this. However, as the saying goes, "Adversity shows the truth". Today's world still faces the challenges of hegemonism and power politics. Protectionism and unilateralism continued to rise, while wars, terrorist attacks, famines and epidemics also emerged one after another. In this context, Africa and China need to strengthen cooperation and build a strong Africa China partnership more than ever before. I believe that the Forum on China Africa cooperation will always maintain its vitality and continuously enhance the common well-being of the African and Chinese people. (outlook new era)
