Strive to build a high-level Asia Pacific Free Trade Area (open talk)

On January 1, 2022, the regional comprehensive economic partnership agreement (RCEP) will enter into force as scheduled. As the largest free trade area in the Asia Pacific region and even in the world, the entry into force of RCEP will enable more than 90% of the goods trade of 15 countries accounting for about 1 / 3 of the world economy to achieve zero tariff, expand the opening of service trade, and realize the negative list management of service trade opening within 6 years after the entry into force of the agreement. Moreover, RCEP also promotes the free and orderly flow of capital, labor and management personnel, data, technology and other elements in the region and transnational cooperation in related fields through the provisions of investment, natural person movement, e-commerce and intellectual property rights. Meanwhile, RCEP has made a series of liberalization and facilitation provisions in the fields of Customs Measures, technical standards, sanitary and phytosanitary measures, competition policy and government procurement, which will greatly reduce the cost of intra regional trade and investment activities. RCEP is a free trade agreement with comprehensive contents and high standards. The implementation of RCEP can effectively promote China's economy to further move towards "institutional opening". It is worth noting that RCEP covers not only "border measures", but also a large number of "post border measures". The Chinese government has implemented the 701 treaty binding obligations involved in the agreement one by one, making full preparations for the entry into force of RCEP. At the same time, relevant departments have also carefully studied the non binding incentive obligations, and are trying their best to gradually implement them through benchmarking, pilot and promotion. In fact, the process of implementing RCEP will also deepen China's reform of "release, management and service" and the reform of factor market-oriented allocation system and mechanism. On the one hand, RCEP is the region with the strongest economic vitality in the world; On the other hand, at present, China's economy accounts for about 58% of RCEP economy, playing an important role. After RCEP takes effect, it will help to further strengthen the Asian regional value chain centered on China, form extensive contacts with other regions and promote mutual benefit and win-win results. At the same time, RCEP's zero tariff measures and regional accumulation rules of origin, combined with investment liberalization and facilitation measures, will make the trade and investment links between economies in the region closer, and enable countries in the region to form a more efficient industrial chain division system. Both developed and developing countries in the region can benefit from this division of labor system and promote the improvement of the overall welfare of the region. The 15 members of RCEP cover the wealthiest countries in the world, including the least developed countries. Their development stages span a wide range, which is not found in other free trade agreements. RCEP rules embody the good unity of high standards and inclusiveness, and provide experience for promoting the further development of economic globalization. Especially when the current economic globalization is facing various protectionist interference, the scheduled entry into force of RCEP undoubtedly injects new vitality into the relatively stagnant process of economic globalization and sets a new benchmark for trade and investment liberalization. RCEP negotiation is an important measure to promote comprehensive opening-up after China's accession to the World Trade Organization (WTO). In the process of RCEP negotiation, signing and entry into force, China actively promoted, took the initiative and played an important role. The entry into force of RCEP is a new starting point. In the future, all parties will continue negotiations on rules of origin and negative list of service trade to further promote trade liberalization and facilitation. When conditions are ripe, it is also possible to expand the membership. Through efforts to promote the further development and upgrading of RCEP and actively apply for accession to other high-standard international economic and trade agreements, China will further deepen reform and China's economy will reach a new level in its opening-up and development.
