The international human rights platform should not be fooled by the United States

On October 14, the 76th session of the United Nations General Assembly elected 18 members of the United Nations Human Rights Council, including the United States, to replace those whose term of office expires on January 1, 2022. This is the return of the United States to the United Nations Human Rights Council three years after the trump administration announced its withdrawal. However, the return process of the United States did not have the domineering spirit of "the return of the king", but rather ironic. This vote is to elect 18 seats from 18 candidate countries. Countries only need to obtain a simple majority of votes. There is no suspense. But the embarrassing thing is that the United States ranks second from the bottom out of 18 countries. The low number of votes obtained by the United States is clearly inseparable from its bad performance in the Human Rights Council in recent years. In June 2018, the trump administration accused the Human Rights Council of "Prejudice" against Israel and "inability to effectively protect human rights", denounced the Human Rights Council as a "hypocritical and selfish institution" and a "smelly ditch of political prejudice", and simply "retreated" after the unreasonable request for "reform of the Human Rights Council" was rejected. However, at the beginning of this year, as soon as the Biden administration came to power, it made a high-profile announcement to "place human rights at the center of foreign policy and reaffirm the moral leadership of the United States on the global stage". After re joining the Human Rights Council as an observer, "the United States basically focuses on one thing, that is, China," said Limon, executive director of the global human rights group, a think tank in Geneva. The United States has gathered a number of allies and used "human rights" as a weapon to frequently challenge China on issues related to Hong Kong, Xinjiang and Tibet. At the end of June this year, the US House of Representatives even deliberated and passed the "bill on ensuring US global leadership and engagement", which is intended to improve the competitiveness between the United States and China and put pressure on China in terms of human rights. As a subsidiary body of the United Nations General Assembly, the Human Rights Council was supposed to promote and protect human rights on a global scale, consider and make recommendations on human rights violations, but the selfishness of the United States turned it into a tool to suppress China in the name of human rights. With the help of the Human Rights Council and other platforms, the United States with its own human rights record is full of bad deeds. Under the guise of "human rights defender", it proudly stands on the "moral highland" and hypes the human rights issues of other countries. When it or its allies are accused of human rights issues, the United States quickly changes its face, ranging from anti framing each other or even retreating from the group, to threatening sanctions, and its hegemonic face is eye-catching. For example, three years ago, the International Criminal Court in the Hague launched an investigation into "war crimes committed by Americans in Afghanistan". The U.S. government immediately threatened to impose sanctions on relevant judges and prosecutors, including banning entry and freezing assets. The politicization of the human rights issue by the United States is doomed to be unpopular and is increasingly opposed and resisted by the international community. On October 21, the United States, France and a few other countries launched groundless accusations against China when the human rights issue was considered by the Third Committee of the 76th United Nations General Assembly. Zhang Jun, China's permanent representative to the United Nations, severely refuted and resolutely rejected it on the spot. More than 80 countries echoed China's position and many countries spoke in support of China. The venue formed a strong momentum of supporting China. On September 24, at the 48th session of the United Nations Human Rights Council, Pakistan and other 65 countries expressed their support for China, stressed that the affairs of Hong Kong, Xinjiang and Tibet are China's internal affairs and should not be interfered by the outside world, and supported China's implementation of "one country, two systems" in the Hong Kong Special Administrative Region. In June this year, at the 47th session of the United Nations Human Rights Council, the United States encouraged Canada to take the lead in "investigating" Xinjiang and vigorously promoting the "Anti China joint statement". China had a fierce confrontation with it and received the support of more than 90 countries. "Despite being elected as a member of the Human Rights Council, the human rights record of the United States still has great problems, especially because the country has not ratified or fully implemented important international human rights treaties and failed to implement the recommendations made by regional and global human rights institutions." the American civil liberties League criticized. It can be seen that both in the United States and in the international community, people have become annoyed with the United States for ignoring the current situation of human rights in its own country and using international human rights institutions to suppress other countries. Facts have repeatedly proved that the United States does not deserve to be a "human rights defender", nor is it qualified to act as a "bossy teacher". The election to the Human Rights Council with a low turnout has sounded an alarm to the United States. If the US government can take this opportunity to reflect on itself, promote the healthy development of domestic human rights and contribute to international human rights work, it will be a blessing to the world's human rights cause. Otherwise, the Human Rights Council will not become a platform for the United States to reshape its influence, but will become a "sad place" where American human rights abuses are frequently exposed and political manipulation is frequently denounced.
