The opinions clearly stipulates that we should adhere to the principle of government leadership and social support, and establish an education and training system including adaptive training, vocational skills training, academic education and lifelong learning for retired non commissioned officers and retired conscripts. Carry out adaptability training to help retired soldiers change their roles and integrate into society as soon as possible. Innovate the vocational skill training mechanism, implement the academic certificate + several vocational skill level certificate system (1 + X certificate system) and credit banking system, and establish a mechanism for recognition, accumulation and conversion of learning achievements. Establish a training account, establish a provincial overall planning mechanism for training funds, and realize the exchange of training benefits within the province. Relying on existing resources, we will establish an employment and entrepreneurship Park for retired soldiers and play an exemplary role. Fully support retired soldiers with different academic levels to improve their academic qualifications. Establish and improve the industry education cooperation mechanism and strive to achieve "enrollment is entry". The training of retired soldiers will be incorporated into the national lifelong vocational skills training system. Focusing on national strategies such as serving rural revitalization and creating an upgraded version of "mass entrepreneurship and innovation", we carried out entrepreneurship training for retired soldiers. The "opinion" requires that the army do a good job in education and training for soldiers in active service, support them to learn and reserve a variety of vocational skills during their service, and obtain more vocational skill level certificates; We will further improve the education of retired soldiers before they leave the army. Relevant military and civilian departments shall establish the corresponding catalogue of military majors and occupations and the connection mechanism of military and civilian vocational skill certificates. Training institutions should design talent training programs that meet the characteristics of retired soldiers, adopt local order oriented training and other methods, and strictly control the teaching quality and educational discipline. Employers are encouraged to regularly organize retired soldiers to participate in post skill improvement and knowledge updating training, so as to expand the space for career improvement. Support employment cooperation signing enterprises to provide multi-channel, multi-level and multi frequency education and training for employed retired soldiers. According to the opinions, from the autumn semester of 2019, tuition fee reduction will be implemented for full-time self employment retired soldier students admitted to ordinary colleges and universities through the national unified college entrance examination or classified recruitment of higher vocational colleges, and the maximum amount of reduction will be implemented according to the specified standards; All full-time retired soldiers and students in school enjoy the national grant for junior college students. In terms of funds, areas with conditions can give appropriate preference to retired soldiers and cadets who have participated in the war, have long service experience, have meritorious service and received awards, and have learned many levels and high skills, so as to further improve the effectiveness and flexibility of financial support. The opinions stressed that all regions and departments should further improve their political position, attach great importance to the education and training of retired soldiers, take multiple measures at the same time and achieve practical results. Establish and improve interdepartmental coordination mechanisms to promote interregional coordination and linkage. Retired soldiers with independent employment are encouraged to participate in vocational skills training as soon as possible in the window period before returning home for check-in and employment. Widely carry out various exchange activities, strengthen typical guidance, actively publicize experience and effectiveness, and create a good environment to support and serve the education and training of retired soldiers.
