The low altitude economy has entered a critical period of growth and is now soaring high
2025-02-14
For the first time, it was included in the Government Work Report, the National Development and Reform Commission officially established the Low Altitude Economic Development Department, more than 330 cities accelerated the 5G-A commercial process to create low altitude communication networks, unmanned aerial vehicle flight hours exceeded 2500 hours, and the world's first cross sea medical supplies transportation unmanned aerial vehicle route landed in the Guangdong Hong Kong Macao Greater Bay Area... Looking back at 2024, the low altitude economy has created a series of highlights, and the heat runs through the whole year. According to CCID consultants' calculations, the scale of China's low altitude economy is expected to reach 67025 billion yuan by 2024. Standing at the critical juncture of the end of the 14th Five Year Plan and the planning of the 15th Five Year Plan, the development of low altitude economy in 2025 has received high attention from society. As a "newcomer" promoting high-quality economic and social development, the advantages of a long industrial chain, wide radiation, strong growth and driving force of the low altitude economy will be further released with the maturity of policies, technology, markets, and infrastructure. The low altitude economy will continue to maintain a high-speed growth trend in 2025. A roadmap for the development of low altitude economy is about to emerge from the central to local levels. The Central Committee of the Communist Party of China and the State Council attach great importance to the development of low altitude economy. From the Central Economic Work Conference in 2023 proposing to build strategic emerging industries such as low altitude economy, to the Government Work Report in 2024 proposing to actively build new growth engines such as low altitude economy, the rapid development of low altitude economy benefits from the strong guidance and unified deployment of national policies. On December 25, 2024, the National Development and Reform Commission established the Low altitude Economic Development Department, responsible for formulating and organizing the implementation of low altitude economic development strategies and medium - to long-term development plans. The establishment of the Low altitude Division marks a new stage in the development of China's low altitude economy. The national policies and implementation rules for the development of low altitude economy will be further improved in 2025, providing clearer guidance for leading the high-quality development of the industry. In January of this year, the Two Sessions were held in various regions. According to statistics, a total of 30 provinces, autonomous regions, and municipalities have planned clear routes for the development of low altitude economy by 2025. Beijing plans to create a pilot zone for low altitude technology innovation and industrial development, and improve the functions of the first batch of 10 incubation bases; Shanghai will orderly promote the construction of Hongqiao International Low altitude Economic Industrial Park and East China UAV Base; Inner Mongolia plans to establish the Inner Mongolia Low altitude Economic Research Institute, focusing on three key areas of low altitude aircraft manufacturing, low altitude flight service support, and low altitude diversified applications to promote the development of low altitude economy; Guangxi will actively develop emerging and future industries such as low altitude economy, promote the large-scale application of Beidou, accelerate the evolution towards 5G-A, and upgrade network facilities to accelerate the takeoff of low altitude economy. The explosive growth of the low altitude economy in 2024 is closely related to the accelerated commercialization of the new generation of information and communication technology -5G-A. The network advantages of 5G-A, such as higher speed, wider connectivity, and lower latency, have built a more reliable, stable, and secure communication environment for various low altitude aircraft. The integrated sensing technology has achieved deep integration of communication and perception, realizing real-time and accurate perception of various flight data of low altitude drones. 5G-A is a key technical support for accelerating the integration of low altitude economy into logistics, transportation, emergency, plant protection, surveying and other application scenarios. One of the key tasks in the information and communication industry is to orderly promote the upgrading and evolution of 5G networks to 5G-A by 2025. The "Guidelines for National Data Infrastructure Construction" jointly issued by the Ministry of Industry and Information Technology and three other departments points out the need to orderly promote the upgrading and evolution of 5G networks to 5G-A, and comprehensively promote the research and innovation of 6G network technology. Basic telecommunications operators have also proposed the goal of expanding 5G-A infrastructure construction by 2025: China Telecom will build 8 core 5G-A capabilities, focus on low altitude economy, broaden ecological cooperation, and accelerate application landing; On the basis of completing the deployment of 5G-A networks in 330 cities, China Mobile plans to launch ten typical low altitude scenarios by 2025; China Unicom plans to fully launch 5G-A services in the main urban areas of 39 key cities, and in key scenarios of over 300 other cities. In 2025, the large-scale and high-quality deployment of 5G-A will provide fertile soil for the incubation and landing of "low altitude+" application scenarios. Applications are constantly emerging, and the pace of commercialization is accelerating to activate the vitality of the trillion dollar market. As of the end of November 2024, there are 744 general aviation enterprises in China, with 3226 registered general aircraft and 470 general airports; There are nearly 19000 unmanned aerial vehicle (UAV) operators, with 2.158 million registered UAVs in China. The UAV flight time has reached 25.449 million hours, a year-on-year increase of 15.3%... The data released by the Civil Aviation Administration of China reflects the vigorous vitality of the low altitude economy, and the landing of various application scenarios more intuitively demonstrates the development potential of the low altitude economy. The "Fengyi Drone" deployed by SF Express in the Pearl River Delta region completes more than 5000 daily deliveries in mountainous areas and islands, reducing transportation costs by 60% compared to traditional methods. DJI agricultural drones shuttle through cotton fields in Xinjiang, automating the entire process of sowing, fertilizing, and pest control, reducing pesticide usage by 30% per acre and labor costs by 85%. With the maturity of low altitude flight technology and low altitude communication networks, as well as the improvement of related policies, the application scenarios of low altitude economy will be further expanded in 2025, moving towards more diverse directions. In addition to traditional fields such as agricultural and forestry crop protection, power inspection, and logistics transportation, emerging application scenarios such as intelligent manufacturing, low altitude commuting, air tourism, and emergency rescue will become new growth points for the low altitude economy. The accelerated expansion of applications and significant increase in demand have undoubtedly added great confidence to the market. According to the prediction of the Civil Aviation Administration of China, the market size of China's low altitude economy will reach 1.5 trillion yuan by 2025 and is expected to reach 3.5 trillion yuan by 2035. Low altitude economy, as a national strategic emerging industry, is a typical representative of new quality productivity and an important engine for driving a new round of economic growth. With the increasingly perfect policies and regulations, steady infrastructure construction, and the commercial landing of diverse scenarios, various factors for the takeoff of low altitude economy are accelerating the formation of a development loop. It can be boldly predicted that by 2025, the development of the low altitude economy will reach a new level and become the most dynamic emerging force in promoting high-quality economic development in China.
