Recently, the reporter learned from the Guangdong Provincial High People's Court that as of the end of last year, three relatively weak grassroots courts in China and three relatively weak grassroots courts in the province had substantially solved 50 weak problems, with higher completion rates, appeal rates, and appeal and retrial rates than the provincial average. Adhering to the principle of "rules and regulations", Guangdong High Court has put forward "ten linkage assistance measures" including leadership point contact, line assistance guidance, and paired construction in accordance with the principle of "provincial high court leading, intermediate court leading, and grassroots court leading". Guangdong High Court is problem oriented and has identified 84 specific weak issues such as leadership shortage. It has established a "one court, one file" system, including 11 items such as weak issues, thinning measures, and assistance measures, to promote the pairing and joint construction of 6 advanced courts and weak grassroots courts, and to continuously accelerate the work of thinning out. Adhering to the principle of putting people first, the Guangdong High Court has successively re selected and strengthened the leadership teams of all six weak courts, resolutely adjusted the "lying flat cadres", and played a role in coordinating management. Priority will be given to arranging the presidents of weak grassroots courts to participate in training organized by the Supreme People's Court and the Provincial High Court. Priority will be given to the training willingness of weak grassroots court officers. Party building, business, and comprehensive ability training will be organized, and more than 970 people will be trained throughout the year. Two advanced models will be trained, and the overall morale of the team will be significantly improved. Adhering to the principle of "case" as the basis, Guangdong courts fully leverage the vertical coordination role of various trial departments of the High Court and the Intermediate Court, strengthen dynamic monitoring of key indicators of trial quality and efficiency management, and target solutions to problems such as "case slimming, substantive dispute resolution, and case blockage" in weak grassroots courts.
