According to his public resume, Zhang Zilin was born in August 1963 and has been working in Heilongjiang for a long time. He has served as a member of the Standing Committee of the Qiqihar Municipal Committee, Secretary of the Municipal Commission for Discipline Inspection, and Mayor of Suihua City. In March 2021, Zhang Zilin was appointed as the Secretary of the Party Group and Director of the Medical Security Bureau of Heilongjiang Province. At that time, he stated that he would strengthen integrity and self-discipline, adhere to starting from oneself, be strict with oneself, set an example, and consciously accept the supervision of the masses. In January 2023, Zhang Zilin was appointed as the Chairman of the Education, Science, Culture, and Health Committee of the People's Congress of Heilongjiang Province, and was subsequently investigated. It is worth mentioning that Zhao Zhonghou, who had served as the chairman of the Education, Science, Culture, and Health Committee of the People's Congress of Heilongjiang Province for nearly 3 years, has also been dismissed. He has served as the Deputy Secretary and Director of the Party Committee of the Heilongjiang Provincial Center for Disease Control and Prevention, as well as the Secretary and Director of the Party Group of the former Health and Family Planning Commission of Heilongjiang Province. In January 2020, Zhao Zhonghou retired and was reported under investigation in November 2021. In May last year, the Intermediate People's Court of Qitaihe City, Heilongjiang Province held a public trial of Zhao Zhonghou's case of bribery, corruption, unknown sources of huge assets, and money laundering in the first instance. According to the accusation, Zhao Zhonghou took advantage of his position or the convenience conditions formed by his own authority and status to provide assistance to relevant units or individuals in matters such as job promotion, job adjustment, personnel recruitment, engineering contracting, equipment procurement, etc. through the behavior of other state employees in their positions, illegally accepting a total of more than RMB 170 million in property. Since the beginning of this year, anti-corruption efforts in the pharmaceutical industry have been deeply promoted. According to public reports and incomplete statistics from China News Service reporters, as of October 11th, more than 270 "key few" in the medical and health system have been arrested this year, including local leaders in the fields of health, medical insurance, and drug supervision, as well as hospital, pharmaceutical company, and university management. According to public reports, from October 8th to October 10th alone, at least four medical and health system officials, hospital presidents, and secretaries were investigated within three days. The Central Commission for Discipline Inspection has also repeatedly named pharmaceutical corruption. On September 26th, Qu Xiaoli, the head of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the National Health Commission, and a member of the Party Group of the National Health Commission, published an article titled "Striving to Protect the Health Rights and Interests of the People" on the official website of the Central Commission for Discipline Inspection, once again mentioning anti-corruption in the pharmaceutical industry. The article points out that the pharmaceutical industry is one of the most closely connected and directly serving the people, with many pain points and difficulties in people's livelihoods.
