Ma Shengkun said that the military empowerment effect of artificial intelligence is significant and may affect international peace and security. Countries, especially major powers, should adopt a cautious and responsible attitude when utilizing relevant technologies, while effectively respecting the security concerns of other countries, avoiding misunderstandings and misjudgments, and preventing an arms race; All countries should adhere to the principle of "intelligence for good", promote the military application of artificial intelligence to serve peace and development, abide by relevant international laws and public order and good customs, and oppose the misuse and abuse of relevant weapon systems; Necessary human-machine interaction should be implemented throughout the entire lifecycle of artificial intelligence related weapon systems to ensure that they are under human control. He stated that countries should closely track technological development trends, strengthen risk assessment and personnel training, implement graded and classified management, take necessary human and technical defense measures, and strengthen risk control; The risk of military applications of artificial intelligence is a common issue faced by all countries, and related governance also requires the joint efforts of all countries to explore solutions and establish a governance mechanism with universal participation, so that all countries can share the dividends of artificial intelligence development and jointly resist all possible risks and challenges.
