In April of this year, the ninth session of the 14th NPC Standing Committee had first reviewed the draft amendment to the Statistical Law. Wang Xiang, spokesman of the Legislative Affairs Committee of the Standing Committee of the National People's Congress, introduced that, according to various opinions, the revised draft decision proposed for consideration at this meeting of the Standing Committee is intended to make the following major changes: First, it reflects the new development concept, stipulates that, according to the new situation of economic and social development, scientific and reasonable statistical standards and statistical indicator system should be improved. The second is to strengthen the construction of statistical informatization, stipulate that the country promotes the deep integration of modern information technology and statistical work, requires statistical survey objects to promote the electronicization and digitization of statistical ledgers, vigorously promote the transformation and application of new technologies such as big data, cloud computing, and artificial intelligence in statistical work, and improve the quality of statistical data. The third is to refine the regulations on statistical supervision and incorporate the performance of statistical statutory duties into the content of statistical supervision. The fourth is to strengthen the responsibility for preventing and punishing statistical fraud and falsification, increase regulations to include the prevention and punishment of statistical fraud and falsification in the scope of legal administration and performance of duties, strengthen the assessment and management of statistical work of leading cadres, and further enhance the rigid constraints of the responsibility system for preventing and punishing fraud. The fifth is to strengthen the sharing of statistical information, stipulate that statistical agencies and relevant departments of people's governments at or above the county level establish and improve statistical information sharing mechanisms, clarify the scope, standards, and procedures of statistical information sharing, improve government statistical efficiency, eliminate duplicate and overlapping statistical surveys, and reduce the burden of multiple reporting of statistical survey objects, etc., and enhance their operability. In recent years, statistical fraud and deception have been repeatedly banned, seriously damaging the authenticity and accuracy of statistical data, and the public has strongly reflected on this. Wang Xiang stated that in order to prevent and punish statistical fraud, the draft decision on amending the Statistics Law mainly proposes the following modifications: firstly, to add provisions such as "incorporating the prevention and punishment of statistical fraud and falsification into the scope of legal administration and performance of duties" and "strengthening the examination and management of statistical work of leading cadres". The second is to further expand the scope of the prohibition of sexual behavior by relevant responsible persons, stipulating that "it is not allowed to express or imply that subordinate units and their personnel or statistical survey subjects fill in false data", and at the same time, it is stipulated that "it is not allowed to retaliate against units and individuals who perform their duties in accordance with the law or refuse or resist statistical illegal activities".
