Consolidate and do a good job in "water writing"

The success of managing and promoting water lies in the present era and the benefits in the future. Recently, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the National Water Network Construction Plan" (hereinafter referred to as the "Outline"), outlining a grand blueprint for the construction of the national water network. It is of great significance for promoting the construction of a modern water conservancy infrastructure system, ensuring national water security at a higher level, supporting the comprehensive construction of a socialist modernized country, and comprehensively promoting the great rejuvenation of the Chinese nation. The extremely uneven spatiotemporal distribution of water resources is the basic water situation in China. In terms of time, 60% to 70% of the precipitation in China is mainly concentrated in the three to four months of the flood season. From a spatial perspective, the northern region accounts for 18% of the country's water resources, supporting 64% of its land area, 64% of its arable land, 46% of its population, and 45% of its total economic output. In some regions, economic and social water use exceeds the carrying capacity of water resources, leading to problems such as river interruption, wetland shrinkage, and groundwater overexploitation. In addition, specific geographical and climatic conditions determine the frequent occurrence of water and drought disasters in China. Since the establishment of the People's Republic of China, especially since the 18th National Congress of the Communist Party of China, China has made brilliant achievements in water conservancy construction, and has built the world's largest, widest, and most beneficial water conservancy infrastructure system, effectively ensuring water safety for urban and rural residents, national economic security, food security, and ecological security. The National Water Network is a comprehensive system based on natural rivers and lakes, with diversion and drainage projects as channels, regulation and storage projects as nodes, and intelligent regulation as means. It integrates functions such as optimized allocation of water resources, flood control and disaster reduction in river basins, and protection of water ecosystems. The interwoven natural river and lake water system network provides natural conditions for the construction of the national water network, and the large-scale water conservancy facilities provide an important foundation for the construction of the national water network. However, at the same time, due to the complexity of China's water problems and the difficulty of water management, compared to the requirements of building a modern high-quality infrastructure system, the water conservancy engineering system still has problems such as weak systematicity, insufficient standards, and the need to improve its intelligence level. The overall pattern of the national water network has not yet been fully formed. In response, the Outline proposes to accelerate the construction of a national water network that is "systematic, safe and reliable, intensive, efficient, green and intelligent, with smooth circulation and orderly regulation". By 2035, the overall pattern of the national water network will be basically formed, the main framework and arteries of the national water network will be gradually built, and the water network of provinces, cities, and counties will be basically improved. A national water security guarantee system that is compatible with the basic realization of socialist modernization will be constructed, The main tasks of building a national water network, including the "outline", weaving a dense national water network, and strengthening the "knot" of the national water network have been clarified. Building water conservancy is beneficial to the country and the people. Currently, on the vast land, the construction of water conservancy projects is underway, and the construction of the national water network is further accelerating. Major water diversion projects such as the second phase of the Yangtze River to Huaihe River and the second phase of the Han River to Wei River are accelerating, and water network projects such as the water diversion from Lhasa in Tibet and the guarantee of water supply sources in Jinmen, Fujian have started construction. Preliminary work for a number of water network backbone projects such as the second phase of the Yunnan Dianzhong Water Diversion Project and the Xiong'an Main Canal in Hebei has accelerated. answer
