Recently, the General Office of the Communist Party of China and the State Council issued the "Opinions on Promoting the Construction of the Basic Elderly Care Service System" (hereinafter referred to as the "Opinions"), focusing on the urgent difficulties and anxieties of the elderly in elderly care services, emphasizing the acceleration of the establishment of a basic elderly care service system that covers all elderly people, has clear rights and responsibilities, provides moderate and sustainable protection, and continuously enhances the sense of gain, happiness, and security of the elderly. The Opinion clarifies the specific goals, working principles, and key tasks of basic elderly care services, and makes important basic institutional arrangements for achieving a sense of security and dependence for the elderly. It is an important milestone in the development history of elderly care services in China. Filial piety is the foundation of virtue. Since ancient times, Chinese people have advocated filial piety and love for the elderly, advocating for the elderly and the elderly, the young and the young. Currently, China is in a historical stage of transition from a rapidly aging society to a deeply aging society. As of the end of 2022, the number of elderly people aged 60 and above in China exceeded 280 million, accounting for 19.8% of the total population. Among them, the number of elderly people aged 65 and above reached 210 million, accounting for 14.9% of the total population. The increasing number of elderly people and the miniaturized family size have put forward higher requirements for the construction of the elderly care service system. Providing elderly people with care, support, happiness, and security in their old age is closely related to social harmony and stability. The report of the 20th National Congress of the Communist Party of China proposes to implement the national strategy of actively responding to population aging, develop the elderly care industry, optimize services for the elderly, and promote the realization of basic elderly care services for all elderly people. As of the end of 2022, the elderly allowance, elderly care service subsidy, nursing subsidy, and comprehensive subsidy have respectively benefited 33.302 million, 5.461 million, 971000, and 672000 elderly people; 13.95 million elderly people nationwide have been included in the minimum living guarantee; There are 381000 various elderly care institutions and facilities across the country, continuously improving the fairness and accessibility of basic elderly care services, and laying a solid foundation for the construction of the basic elderly care service system. Entering the new era, strengthening the construction of the basic elderly care service system and continuously promoting the high-quality development of elderly care services are the key to ensuring basic livelihood, promoting social fairness, and maintaining social stability, and must be unremittingly promoted. Promoting the construction of the basic elderly care service system is an important component of the national strategy to actively respond to population aging. The "List of National Basic Elderly Care Services" released along with the "Opinions" this time clarifies the specific service objects, service items, service content, service types, etc. of basic elderly care services, which are the bottom line standards for basic elderly care services. As an innovative policy measure, the list focuses on ensuring the basic living standards of the elderly. It sorts out and summarizes the elderly service projects designed in the current effective regulations and policies, and integrates them into the institutional framework of basic elderly care services. This not only further promotes the standardization of basic elderly care service policies, but also facilitates the comparison and filling of gaps, optimization of resource allocation, and sharing of achievements among the whole population, It provides an important basis for the management of elderly care services in various regions, which is conducive to the finalization of the livelihood security system and the improvement of the overall level of social governance. Elderly care is a public welfare social undertaking. current
