Shenyang Police Issued Liaoning's First Administrative Penalty Ticket According to the Anti Telecom Network Fraud Law

On December 6, the reporter learned from the Shenyang police that the New Crime Research Center of Shenyang Public Security Bureau, in conjunction with Tiexi Branch of Shenyang Public Security Bureau, imposed administrative penalties on offenders who "provided assistance for telecommunications fraud crimes" in accordance with the Anti Telecommunication Network Fraud Law of the People's Republic of China (hereinafter referred to as the Anti Telecommunication Network Fraud Law). This case is the first administrative punishment case in Liaoning Province based on the Anti Telecom Network Fraud Law since its implementation on December 1. On December 1, the new research center of Shenyang Municipal Public Security Bureau found clues of fraud related violations, and together with Tiexi Branch of Shenyang Municipal Public Security Bureau, arrested the lawbreaker Liu on December 3. The police found out through work that Liu assisted the fraud gang in real name authentication through the WeChat account provided by the telecom fraud gang. Sun Bo, a police officer of Tiexi Branch of Shenyang Public Security Bureau, introduced that, "The micro signal involved in the case is related to a telecom network fraud case in Jiangsu Province. The fraud gang used the micro signal to contact the victim, encourage the victim to download an app that can implement fraud, and defraud the victim of nearly 100000 yuan. After the case was launched in Jiangsu Province, the local police found out that the micro signal was authenticated in Shenyang." After the case information was transferred to Shenyang, the police immediately tracked and inquired about the WeChat, and Liu, who lives in Tiexi District, came into sight of the police. Liu was born in 1996, and the real name information of WeChat involved in the case was Liu's mother. Then the police found Liu and took him back for further investigation. Liu explained to the police that he had joined a QQ group not long ago. There were often advertisements in this group. After helping with real name authentication, each WeChat can give a commission ranging from 50 yuan to 70 yuan. Seeing that it was profitable, he found the advertiser, who provided him with multiple WeChat messages and passwords without real name authentication, and asked him to help authenticate his real name. According to the police, every real name authenticated WeChat liar only takes 15 days, and will be abandoned after the fraud. In this way, from June 2022 to December 2022, Liu certified and bound more than 30 WeChat signals for the fraud gangs, and obtained more than 2000 yuan of illegal income. On December 4, Tiexi Branch of Shenyang Public Security Bureau, in accordance with the provisions of Article 25, paragraph 1, paragraph 3, Article 31, paragraph 1, and Article 42 of the newly promulgated and implemented Anti Telecommunication Network Fraud Law, in view of the relatively minor violations, imposed a fine of 5000 yuan on Mr. Liu, and imposed an administrative penalty that did not violate the law.
