Morel said that in the past 10 years, due to the continuous expansion of the scope and scale of regional armed conflicts, climate change and COVID-19 have exacerbated the long-term structural problems in the development of some countries and regions, and the global humanitarian needs have "multiplied". He pointed out that the Red Cross Society was designed as a "temporary institution" at the beginning of its establishment, "expecting peace to come", and "the best thing in the world is that the Red Cross Society no longer needs to exist". Unfortunately, the size of the organization has doubled from 10 years ago, "because the current international system has failed to find an appropriate way to promote a peaceful solution". Morel said that the increasing and expanding armed conflicts are the main factors that aggravate the humanitarian crisis. The role of international humanitarian relief agencies depends to a large extent on the political will of the leaders of the countries concerned and the parties to the conflict. Many complex and lasting conflicts cannot be properly resolved without strong multilateral cooperation and promotion. Morel expressed appreciation for China's active participation in international relief and humanitarian affairs. He believed that China has rich experience and outstanding ability in infrastructure construction and will play a greater role in future international rescue and war zone reconstruction in disaster areas. Looking back on his ten years as the President of the International Committee of the Red Cross, Morrell said that what touched him most was to see that his work was really serving the disaster stricken areas.
