With regard to international assistance, Zhang Jun said that about 193 million people in 53 countries or regions faced food insecurity in the past year, and the situation will only be worse this year. The international community, especially developed countries, should increase the provision of emergency food supply and assistance and provide timely and accurate assistance to vulnerable groups such as women and children. It is very important to ensure humanitarian access for international relief agencies. He said that many countries are facing the pressure of balance of payments due to rising food prices. International financial institutions and developed economies should strengthen policy and financing support to developing countries facing special difficulties. Individual countries should adopt a responsible monetary policy, fully consider the spillover effect of their interest rate adjustment, and avoid increasing the debt servicing burden of relevant developing countries and weakening their food purchasing power. On the transformation and reform of the food system, Zhang Jun said that we should promote deep-seated transformation and enhance the resilience of the global food system. The pattern of world food supply and demand shows the characteristics of high concentration of producer countries and high dispersion of consumer countries, which makes the balance of food supply and demand vulnerable to sudden factors such as extreme weather, epidemic and armed conflict. To enhance the ability of the global food system to withstand risks, the key is to have a long-term and strategic vision, help developing countries improve their food self-protection capacity, increase agricultural and rural investment, accelerate the progress of agricultural science and technology, improve agricultural infrastructure and expand food supply. He said that developed countries should reduce trade and technical barriers, give more help to developing countries in terms of capital, technology, market and capacity-building, and play their due role in building an efficient, open and equitable global food supply system.
