"At present, the low altitude economy based on traditional general aviation and new unmanned aerial vehicle industries is flourishing." Song Zhiyong, Director of the Civil Aviation Administration of China, introduced at the press conference of the State Council Information Office on July 10 that the total number of unmanned aerial vehicle enterprises holding current valid certificates of operation for civil unmanned aerial vehicles has exceeded 14000, and the number of people holding drone operator licenses has exceeded 225000. In the first half of this year, there were over 600000 newly registered drones, an increase of 48% compared to the end of last year. The cumulative flight hours of drones reached 9.816 million hours, an increase of 134000 hours compared to the same period last year. From these data, it can be seen that China's low altitude economy is entering a new stage of rapid growth. In order to promote the healthy development of low altitude economy, the Civil Aviation Administration of China coordinates the transformation and upgrading of traditional general aviation and the innovative development of emerging unmanned aerial vehicle industry. On the basis of continuing to strengthen top-level design and planning guidance, it strengthens the airworthiness certification system and capacity building, improves infrastructure construction standards, promotes the construction of low altitude service guarantee system, strengthens safety operation supervision, and standardizes market management. Specifically, it includes steadily advancing the airworthiness certification work of traditional manned aircraft, improving and perfecting relevant technical specifications and standards for drones, exploring innovative airworthiness certification models for drones, and better adapting to the airworthiness review requirements of drone research and development, design, and manufacturing; In response to the new demands of low altitude economic development for the planning, layout, and functions of general airports, we will promote the improvement of the construction and operation standards of general airports, temporary takeoff and landing points, and vertical takeoff and landing sites, and guide and support local governments to improve infrastructure planning and construction; Accelerate the implementation of airspace classification management and fully utilize low altitude airspace resources. Collaborate with local governments to promote the construction of low altitude communication, navigation, and monitoring capabilities that integrate air, space, and space, improve the national, regional, and flight service station three-level flight service system, and gradually achieve a "one-stop" service for low altitude flight; Further clarify and implement regulatory responsibilities of all parties, establish and improve safety operation rules, standards, and relevant regulatory policies for various flight activities in integrated operation scenarios such as transportation aviation, traditional general aviation, and drones.
