Recently, the National Medical Products Administration issued a notice on the detection of prohibited raw materials in 17 batches of cosmetics (No. 23 of 2024), which reported important issues discovered during the sampling inspection of national cosmetics in 2023. The notice shows that 17 batches of cosmetics, including Yifangmei Herbal Acne Removing&Repairing essence Cream, have been found to contain prohibited raw materials specified in the Technical Specifications for Safety of Cosmetics (2015 Edition) after inspection by Jiangsu Institute of Food and Drug Supervision and Inspection and other units. According to the sampling report, Miao Ruitang Baby Camellia Oil Qinrun Cream produced by Jiyan Pharmaceutical Biotechnology (Guangzhou) Co., Ltd. was found to contain 131 μ g/g chlorbetasol propionate and 74.0mg/kg terbinafine. On the one hand, clobetasol propionate, as a potent glucocorticoid substance, has significant anti-inflammatory, anti allergic, and antipruritic effects. However, it is these seemingly "effective" characteristics that make them a potential danger in infant skincare products. Short term use of skincare products containing chlorbetasol propionate may lead to adverse reactions such as skin atrophy and capillary dilation in infants. On the other hand, infants using skincare products containing terbinafine may experience skin irritation, allergic reactions, and even affect the normal development of bones. Terbinafine also has certain liver and kidney toxicity, and long-term use may increase the burden on infants' liver and kidney, leading to liver and kidney function damage. The product label indicates that the entrusting party is Shandong Yifangmei Biotechnology Co., Ltd., and the entrusted party is the Yifangmei Herbal Acne Removing&Repairing essence Cream produced by Guangzhou Saiyin Cosmetics Co., Ltd. The prohibited raw materials specified in the Technical Specifications for Safety of Cosmetics (2015 Edition) have been detected. The content of metronidazole in the essence cream is 4.76 × 10? μg/g， Is the content of clindamycin 1.78 × 10? μg/g， Lincomycin 214 μ g/g. The illegal addition of metronidazole, clindamycin, and lincomycin in cosmetics may bring serious health hazards, including drug resistance, skin irritation and allergies, damage to skin microbiota and barriers, etc. Therefore, consumers should carefully choose legitimate brands when choosing cosmetics and avoid using products containing prohibited ingredients. The Weicai Li Run Color Cream (coffee chocolate color) produced by Weitai Li Fine Chemical Factory in Baiyun District, Guangzhou City has been found to contain ortho aminophenol (0.16% content), as well as meta aminophenol and 4-amino-2-hydroxytoluene that are not specified in the technical requirements stated on the product label and registration information. Among them, o-aminophenol is clearly listed as a prohibited component in cosmetics and cannot be added. The application of meta aminophenol in cosmetics must comply with relevant regulations to ensure product compliance. Unmarked meta aminophenol is considered to be added in violation of regulations. 4-Amino-2-hydroxytoluene, as a hair dye ingredient, must be strictly controlled in dosage and clearly labeled on product labels and registration information. Any unmarked content is also considered illegal addition. The notice points out that the National Medical Products Administration has requested the drug regulatory authorities of relevant provinces to investigate and deal with cosmetics in accordance with the law, and ordered relevant production and operation enterprises to immediately stop producing and operating cosmetics that do not comply with regulations. In accordance with the provisions of the Regulations on the Supervision and Administration of Cosmetics and other laws and regulations, relevant enterprises and responsible persons will be severely punished. The specific information of 17 batches of unqualified cosmetics is shown in the following figure, including product name, production enterprise, sampled unit, packaging specifications, labeled batch number, as well as non compliant items and inspection results. Among them, Haoyu (Guangzhou) Cosmetics Manufacturing Co., Ltd. raised objections to the authenticity of the samples. After examination by the Guangdong Provincial Drug Administration, it was found that the enterprise has not produced or imported products that did not meet the requirements of the batch inspection.
