Brazilian expert: China's Global Artificial Intelligence Governance Initiative Helps Prevent "Technological Slums"

2023-11-02

Ronnie Lins, a Brazilian economist who has long focused on and studied AI governance and director of the Brazilian Center for China Studies, pointed out in an exclusive interview with Xinhua News Agency recently that "China's Global AI Governance Initiative is crucial to prevent the formation of a 'technological slum' in human society." China proposed the Global AI Governance Initiative at the third the Belt and Road International Cooperation Summit Forum, Causing strong reactions around the world. Lins stated that this initiative, by advocating for information exchange and technological cooperation, on the one hand, helps to establish a stronger and more resilient global artificial intelligence ecosystem, and on the other hand, ensures the fair distribution of the value and benefits created by artificial intelligence, "allowing all countries to access these values and benefits, regardless of their economic strength and geopolitical status. On July 7th, at the "Global Summit on Artificial Intelligence for Humanity" in Geneva, Switzerland, a participant interacted with robots. Xinhua News Agency reporter Lian Yizhe Lins pointed out that "technological slums" mean that a few countries control the most advanced technology, while other countries are marginalized. If we add the new imbalance factor of artificial intelligence technology to the already huge technological gap between countries, the situation will be very worrying. Therefore, China's initiative to strengthen international cooperation and assistance to developing countries is crucial, and this proactive approach will help narrow the global gap in the field of artificial intelligence technology. Regarding the principles of mutual respect, equality and mutual benefit in the Global Artificial Intelligence Governance Initiative, as well as the resolute opposition to ideological delineation or the construction of exclusive groups, Lins believes that this is a positive response from China to the challenges posed by the current geopolitical conflicts and economic containment practices in the world. Lins said that the Global Artificial Intelligence Governance Initiative can become a strategic path for Brazil to promote development, strengthen security, and build a more equitable society. It provides valuable reference and guidance for Brazil to formulate relevant national policies and strategies, improve transparency, justice, and sense of responsibility in the field of artificial intelligence development. At the same time, the initiative's emphasis on international cooperation can bring new opportunities to Brazil and promote its integration into the global artificial intelligence knowledge and innovation network. In Lin's view, the comprehensive application of artificial intelligence technology can further promote the high-quality development of the national economy, enhance social benefits, ensure network security, consolidate cultural construction, and promote environmental protection.
