Recently, the People's Government of Zhongshan City issued the "15 Policies for Promoting High Quality Development in 2023 in Zhongshan City to Benefit Enterprises" (hereinafter referred to as the "15 Policies for Promoting Economy to Benefit Enterprises"), which launched 15 measures to benefit enterprises around five aspects: stabilizing production, expanding investment, expanding the market, promoting consumption, and strengthening security. This is another "big gift package" distributed by Zhongshan to benefit enterprises after the release of the "18 Articles of Benefiting Enterprises in the New Year" on January 20th of this year. The measures to benefit enterprises are more intensive and cover a wider range. In terms of stabilizing production, the "15 Measures to Achieve Economic Benefit for Enterprises" proposes to support the high-quality development of key manufacturing enterprises. For key manufacturing enterprises with eligible annual main business income in 2023, a maximum award of 5 million yuan will be given to a single enterprise. Manufacturing enterprises above designated size can receive subsidies for the use of electricity and pipeline natural gas. The measures to expand investment and benefit enterprises mainly focus on the construction of ten theme industrial parks in Zhongshan City. The "15 economic benefits for enterprises" proposal supports the production of major industrial projects. For newly introduced major industrial projects (excluding capital increase and production expansion projects) located in the top ten theme industrial parks in Zhongshan City, a maximum reward of 50 million yuan will be awarded. In terms of market expansion, the "15 measures to benefit enterprises through economic cooperation" support measures cover overseas market expansion, domestic exhibitions, local exhibitions, bonded business, export credit insurance, cross-border e-commerce, and other aspects. Among them, enterprises in Zhongshan City can receive support from booth fees for participating in domestic and overseas exhibitions in groups. Key exhibitions coordinated by the municipal government can receive financial support in building Zhongshan brand zone, e-commerce offline zone, exhibition promotion, and purchaser invitation, with a maximum of 850000 yuan per exhibition. "Competing for 15 economic benefits for enterprises" also proposed a series of measures such as promoting consumption and strengthening security. Zhongshan will continue to carry out the "Zhongshan TESCO Group" consumption festival, launch consumption vouchers to support retail, catering and other residents' consumption, and organize new energy vehicles to promote consumption activities; Provide government loan transfer funds to real economic organizations such as enterprises, individual businesses, collective economic organizations, and private non enterprise units in Zhongshan City, and help real economic organizations solve "bridge" financing difficulties; Encourage human resources service institutions above the designated size to introduce high-level talents for key enterprises in the "Ten Fleet" of Zhongshan Modern Industrial Cluster.
