The "Basic Four Countries" Ministerial Conference on Climate Change was held in Sharm el Sheikh

The 27th Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (hereinafter referred to as the Convention) is being held here. On the 15th, the 31st Ministerial Conference on Climate Change of the "Four Basic Countries" was held. The participating ministers exchanged views on the domestic progress of countries in tackling climate change, and exchanged in-depth views on jointly promoting the success of COP27. The meeting was chaired by Barbara Kersi, Minister of Environment, Forestry and Fisheries of South Africa. Joaquim Wright, Minister of Environment of Brazil, Bupend Yadav, Minister of Environment, Forestry and Climate Change and Minister of Labor and Employment of India, and Zhao Yingmin, Vice Minister of the Ministry of Ecology and Environment of China attended the meeting. China said that the "four basic countries" continue to lead all parties to adhere to the Convention and its Paris Agreement, are an important force in the multilateral process of climate change, and have played an important role in safeguarding the common interests of developing countries. The "four basic countries" made a joint voice during COP27, which is of great significance for building consensus among developing countries. COP27 should make positive achievements on issues such as adaptation and finance that are of the greatest concern to developing countries. China attaches great importance to addressing climate change, and has taken strong policy measures such as adjusting the industrial structure, optimizing the energy structure, establishing a market mechanism, and improving forest carbon sequestration, which have achieved positive results and made outstanding Chinese contributions to addressing global climate change. China has built a "1+N" policy system around the goal of carbon peaking and carbon neutralization, and will unswervingly implement it. The Ministers of the "Basic Four" countries expressed their support for Egypt, the COP27 Chair, to host a successful Conference of the Parties, and for Pakistan, the Chair of the "Group of 77 and China", to play an active role in uniting developing countries. The Ministers agreed that COP27 should earnestly uphold the objectives, principles and institutional arrangements established by the Convention and its Paris Agreement, especially the principle of "common but differentiated responsibilities" and the institutional arrangements for independent decision on contributions. With the theme of "implementation", COP27 should advocate all parties to strive for practical action and achieve balanced results in the fields of mitigation, adaptation, capital, loss and damage. Developed countries should take the lead in reducing emissions by a large margin, fulfill the financial support commitment of US $100 billion per year as soon as possible, propose a roadmap for doubling adaptation funds, and further increase financial support to developing countries on this basis. COP27 should make substantial progress in the negotiation of the global adaptation goals, and lay a solid foundation for reaching a strong and operable global adaptation goal in COP28. The ministers supported the launch of the "Santiago Loss and Damage Network" in COP27, requested developed countries to provide adequate financial support for the operation of the network, and supported the promotion of positive progress in the negotiations on financial arrangements for loss and damage in accordance with the principle of "common but differentiated responsibilities". The meeting considered and adopted the Joint Ministerial Statement of the "Four Basic Countries" at the United Nations Climate Change Sharm el Sheikh Conference. (Liu Xinshe)
