The Central Economic Work Conference held at the end of last year clearly stated that new renewable energy and raw material energy will not be included in the total energy consumption control. The relevant person in charge of the National Development and Reform Commission said that in recent years, with the steady development of related industries, the proportion of raw material energy in China's energy consumption has continued to increase. Accelerating the consolidation of raw material energy use data base in energy consumption statistics, and deducting raw material energy use from the assessment of responsibility for energy conservation goals in the "Fourteenth Five Year Plan" can more objectively reflect the actual situation of China's energy consumption, effectively enhance the flexibility of total energy consumption management, and provide energy guarantee for high-quality development. The person in charge said that the announcement was not intended to encourage regions to blindly develop petrochemical, coal chemical and other projects, nor to "open up" for the development of related industries. All regions and relevant units should implement the relevant policy requirements, resolutely curb the blind development of projects with high energy consumption, high emissions and low levels, strictly control the project access from the aspects of policy compliance, procedure compliance, and technological progressiveness, and resolutely do not relax the project access requirements.
