In order to support the supply of computing power, all parts of the country are now increasing the construction of computing power facilities and optimizing the layout. In terms of data center stock, the scale of data centers in the eastern region accounts for about 60%. Wu Hequan introduced that the economy in eastern China is relatively developed and the data growth is relatively large. Some newly generated data need to be processed locally in the east because of the high real-time requirements. But at the same time, we need a large amount of data, including historical data, to carry out mathematical modeling and artificial intelligence analysis. Although this large amount of historical data involves computing, it is mainly stored. From the perspective of energy utilization and various costs, it is more appropriate to put these data in the west than in the east. "How to rationally allocate the computing resources of the country is one aspect of the calculation of the east and the west." He also analyzed that, because the energy supply in China is unbalanced between the east and the west, "if we put some data centers in the west, we can effectively use the rich energy in the west, and we can use more renewable energy, which is also conducive to the energy structure of our country and the development of renewable energy." In addition, Wu Hequan emphasized that the project of "calculating data from the east to the west" will also drive the development of data related industries in the west. The shortage of relevant technical talents in the west may not change in a short time, but the implementation of the data center in the west and the development of upstream and downstream industries will cultivate talents in the west in the future. Of course, this will be a long-term process. Wu Hequan also stressed that "counting from the east to the west" is inseparable from "counting from the east". He suggested that the country issue more detailed strategic guidance to prevent blind construction and guide the intensive and high-quality development of new data centers. Last year, China Mobile released the White Paper on Computational Network, which comprehensively elaborated the definition, connotation and goal vision of Computational Network.
