NATO Russia Council meeting held in Brussels

The NATO Russia Council meeting was held at the NATO headquarters in Brussels, Belgium, on the 12th to discuss the relations between Russia and NATO and European security. The two sides still have differences on NATO's eastward expansion and other issues. The meeting was the first meeting of the NATO Russia Council in more than two years. The nearly four hour meeting was held in closed doors. Russian Deputy Foreign Minister Grushko and Deputy Defense Minister fuming led a delegation. NATO Secretary General Stoltenberg, US Deputy Secretary of state Sherman and representatives of other NATO member states attended the meeting. At a press conference held after the meeting, Grushko said that the two sides discussed all the factors that have led to the deterioration of European security in recent years. The meeting helped to understand each other's position and also showed that the two sides have differences on many basic issues. Russia is ready to continue its dialogue with NATO, but the premise for the success of the dialogue is that the negotiations must move towards a common goal. Grushko said that NATO's eastward expansion has seriously affected European security and led to the deterioration of the security situation. Russia asked NATO to provide legal guarantee for excluding the possibility of further eastward expansion. The Russian side put forward suggestions to NATO in writing to improve European security. It is hoped that NATO can also put forward opinions in writing or explain the reasons why it is unacceptable. Grushko said that Russia hopes to get rid of the relationship crisis with NATO on the basis of balance of interests. If NATO changes its "common security" position, Russia does not rule out resuming the work of its permanent mission to NATO. Stoltenberg said at the press conference that the differences between the two sides were "difficult to bridge", but the talks were a positive signal. Both sides agreed on the need to resume dialogue. NATO will make every effort to find the path of political progress. In December 2021, the Russian Foreign Ministry issued a statement on the security dialogue with the United States and other western countries, asking the United States and NATO to provide legal guarantee for excluding the possibility of NATO's further eastward expansion. In the same month, Russia submitted to the United States the draft Russia US Security Treaty and the agreement on security measures between Russia and NATO member states, including the requirements to exclude further eastward expansion of NATO, the United States not to establish military bases on the territory of the former Soviet republics that are not NATO member states, not to develop military cooperation with these countries, and NATO's commitment not to include Ukraine and other countries in NATO.
